To amend title III of the Public Health Service Act to
authorize the Secretary of Health and Human Services
to award grants to Federally qualified health centers
for purposes of conducting mental and behavioral health
screenings, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Community Health
4
Center Mental Health Screening Act’’.

SEC. 2. GRANTS TO FEDERALLY QUALIFIED HEALTH CEN-

MENTAL
AND
BEHAVIORAL

HEALTH SCREENINGS.

Section 330 of the Public Health Service Act (42
4
U.S.C. 254b) is amended by adding at the end the fol-
5
lowing new subsection:
6
‘‘(s)
MENTAL
AND
BEHAVIORAL
SCREENING
7
GRANTS.—
8
‘‘(1) IN GENERAL.—The Secretary of Health
9
and Human Services may award grants to Federally
10
qualified health centers (as defined in section
11
1861(aa) of the Social Security Act) for purposes
12
of—
13
‘‘(A) purchasing equipment and supplies to
14
conduct
mental
and
behavioral
health
15
screenings or provide mental health services;
16
‘‘(B) hiring and training personnel to con-
17
duct
such
mental
and
behavioral
health
18
screenings or provide mental health services;
19
and
20
‘‘(C) assisting patients with out of pocket
21
costs associated with such mental and behav-
22
ioral health screenings or mental health serv-
23
ices.
24
‘‘(2) AUTHORIZATION
OF
APPROPRIATIONS.—

There are authorized to be appropriated to carry out

this subsection, in addition to any funds authorized

to be appropriated or appropriated for health centers

any
other
subsection

this
section,

$50,000,000 for each of fiscal years 2021 through

2026.’’.
