A BILL
To require the Secretary of Labor to establish apprentice-
ships or expanding opportunities through apprenticeships
for outlying areas, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Outlying Area Appren-
4
ticeship Expansion Act’’.
5
SEC. 2. OUTLYING AREA APPRENTICESHIP PROGRAMS.
6
(a) IN GENERAL.—The Secretary of Labor shall
7
make grants, cooperative agreements, contracts, and other

arrangements available to the outlying areas for the pur-

poses of—
2
(1)
establishing
registered
apprenticeships
3
under the Act of August 16, 1937 (commonly known
4
as the ‘‘National Apprenticeship Act’’; 50 Stat. 664,
5
chapter 663; 29 U.S.C. 50 et seq.); or
6
(2) expanding opportunities through apprentice-
7
ships only registered under the Act of August 16,
8
1937 (commonly known as the ‘‘National Appren-
9
ticeship Act’’; 50 Stat. 664, chapter 663; 29 U.S.C.
10
50 et seq.).

(b) FUNDING.—Of the amount appropriated under
12
subsection (d), the Secretary of Labor shall divide the
13
amount for each fiscal year equally among the outlying
14
areas.
15
(c) OUTLYING AREA DEFINED.—The term ‘‘outlying
16
area’’ means American Samoa, Guam, the Commonwealth
17
of the Northern Mariana Islands, and the United States
18
Virgin Islands.

(d) AUTHORIZATION
OF APPROPRIATIONS.—There
20
are authorized to be appropriated to carry out this sec-
21
tion—
22
(1) $1,786,000 for fiscal year 2021;
23
(2) $2,024,000 for fiscal year 2022;
24
(3) $2,262,000 for fiscal year 2023;

(4) $2,500,000 for fiscal year 2024; and

(5) $2,738,000 for fiscal year 2025.

(e) EFFECTIVE DATE.—This Act shall take effect be-

ginning on July 1, 2021.
