Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. PROHIBITION ON DISBURSEMENT OF FUNDS TO EN- 1 TITIES OWNED OR CONTROLLED BY INDIVID- 2 UALS WITH AUTHORITY OVER OPERATIONS 3 OF POLITICAL COMMITTEES. 4 (a) IN GENERAL.—Section 302 of the Federal Elec- 5 tion Campaign Act of 1971 (52 U.S.C. 30102) is amended 6 by adding at the end the following new subsection: 7 ‘‘(j)(1) A political committee may not make disburse- 8 ments to an entity owned or controlled in whole or in part 9 by an individual, or by an immediate family member of 10 an individual— 11 ‘‘(A) who is authorized to carry out executive or 12 managerial authority over the operation of the com- 13 mittee; 14 ‘‘(B) who is authorized to solicit or disburse 15 funds for or on behalf of the committee; or 16 ‘‘(C) who is an employee of the committee 17 (whether paid or unpaid) and who provides the com- 18 mittee with professional services (other than ac- 19 counting or legal services) relating to the commit- 20 tee’s campaign or fundraising strategy. 21 ‘‘(2) A political committee may not employ or allow 22 to volunteer on behalf of the committee an individual who 23 owns or controls an entity that has accepted disburse- 24 ments made from any political committee in violation of 25 paragraph (1). 26 VerDate Sep 11 2014 00:07 Oct 04, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H8304.IH H8304 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 8304 IH ‘‘(3) In this subsection, the term ‘immediate family 1 member’ means, with respect to an individual, a parent, 2 parent-in law, grandparent, child, child-in law, grandchild, 3 spouse, or sibling.’’. 4 (b) EFFECTIVE DATE.—The amendment made by 5 subsection (a) shall apply with respect to disbursements 6 made on or after the date that is 90 days after the date 7 of enactment of this Act. 8 Æ VerDate Sep 11 2014 00:07 Oct 04, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H8304.IH H8304 kjohnson on DSK79L0C42PROD with BILLS
