A BILL
To direct the Secretary of Agriculture to establish a grant
program to address the effects of the COVID–19 pan-
demic on State and local fairs, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Protecting Fairs Dur-
4
ing Coronavirus Act’’.
5
SEC. 2. STATE AND LOCAL FAIR GRANT PROGRAM.

(a) DEFINITIONS.—In this section:

(1) COVERED ENTITY.—The term ‘‘covered en-
1
tity’’ means a State agricultural agency with respon-
2
sibility for operating a State or local fair.
3
(2) PROGRAM.—The term ‘‘Program’’ means
4
the program established under subsection (b).
5
(3) SECRETARY.—The term ‘‘Secretary’’ means
6
the Secretary of Agriculture.
7
(4) STATE.—The term ‘‘State’’ means—
8
(A) a State;
9
(B) the District of Columbia; and
10
(C) a territory of the United States.
11
(b) ESTABLISHMENT.—Not later than 180 days after
12
the date of enactment of this Act, the Secretary shall es-
13
tablish a program to address the effects of the COVID–
14
19 pandemic on State and local fairs.

(c) GRANT AUTHORITY AND ELIGIBLE ENTITIES.—
16
In carrying out the Program, the Secretary may make,
17
on a competitive basis, grants to States in accordance with
18
this section.
19
(d) APPLICATIONS.—To be eligible for a grant under
20
the Program, a State shall submit to the Secretary an ap-
21
plication in such form, at such time, and containing such
22
information as the Secretary determines appropriate.
23
(e) GRANT USES.—A State may only use grant funds
24
provided under the Program to assist a covered entity in

addressing cost coverage issues relating to the effects of

the COVID–19 pandemic on State and local fairs, includ-
2
ing by identifying opportunities to provide virtual edu-
3
cation and entertainment relating to agriculture.

(f) AUTHORIZATION OF APPROPRIATIONS.—There is
5
authorized to be appropriated to the Secretary to carry
6
out the Program $5,000,000,000 for each of—
7
(1) fiscal year 2021; and
8
(2) each fiscal year thereafter any portion of
9
which occurs during the period of the national emer-
10
gency declared by the President under the National
11
Emergencies Act (50 U.S.C. 1601 et seq.) with re-
12
spect to the Coronavirus Disease 2019 (COVID–19).
