RESEARCH, GRANTS, AND EDUCATION STRATEGY. 1 (a) IN GENERAL.—Title V of the Public Health Serv- 2 ice Act is amended by inserting after section 565 of such 3 Act (42 U.S.C. 290ff–4) the following: 4 ‘‘PART F—INVESTING IN COMMUNITY HEALING 5 ‘‘SEC. 571. RESEARCH ON ADVERSE HEALTH EFFECTS ASSO- 6 CIATED WITH INTERACTIONS WITH LAW EN- 7 FORCEMENT. 8 ‘‘(a) IN GENERAL.—The Secretary shall conduct re- 9 search on the adverse health effects with respect to mental 10 health conditions and substance use disorders associated 11 with violent interactions with law enforcement. 12 ‘‘(b) EFFECTS AMONG RACIAL AND ETHNIC MINORI- 13 TIES.—The research under subsection (a) shall include re- 14 search on— 15 ‘‘(1) the health consequences, both individual 16 and community-wide, of trauma related to violence 17 committed by law enforcement among racial and 18 ethnic minorities; 19 ‘‘(2) the rates of mental health conditions and 20 substance use disorders related to direct or indirect 21 exposure to violence committed by law enforcement 22 among racial and ethnic minorities; and 23 ‘‘(3) the disproportionate burden of morbidity 24 and mortality associated with such violence. 25 VerDate Sep 11 2014 17:00 Sep 05, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H8140.IH H8140 pbinns on DSKJLVW7X2PROD with BILLS 3 •HR 8140 IH ‘‘(c) REPORT.—Not later than 1 year after the date 1 of enactment of this part, the Secretary shall— 2 ‘‘(1) complete the research under this section; 3 and 4 ‘‘(2) submit to the Congress a report on the 5 findings, conclusions, and recommendations resulting 6 from such research. 7 ‘‘SEC. 572. GRANTS FOR INCREASING RACIAL AND ETHNIC 8 MINORITY ACCESS TO HIGH-QUALITY TRAU- 9 MA SUPPORT SERVICES AND MENTAL 10 HEALTH CARE. 11 ‘‘(a) IN GENERAL.—The Secretary shall award 12 grants to eligible entities to establish or expand programs 13 for the purpose of increasing racial and ethnic minority 14 access to high-quality trauma support services, mental 15 health care, and substance use disorder treatment. 16 ‘‘(b) ELIGIBLE ENTITIES.—To seek a grant under 17 this section, an entity shall be a community-based pro- 18 gram or organization that— 19 ‘‘(1) provides culturally competent programs 20 and resources that are aligned with evidence-based 21 practices for trauma-informed care; and 22 ‘‘(2) has demonstrated expertise in serving com- 23 munities of color or can partner with a program that 24 has such demonstrated expertise. 25 VerDate Sep 11 2014 17:00 Sep 05, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H8140.IH H8140 pbinns on DSKJLVW7X2PROD with BILLS 4 •HR 8140 IH ‘‘(c) USE OF FUNDS.—As a condition on receipt of 1 a grant under this section, a grantee shall agree to use 2 the grant to increase racial and ethnic minority access to 3 high-quality trauma support services, mental health care, 4 and substance use disorder treatment, such as by— 5 ‘‘(1) establishing and maintaining community- 6 based programs providing evidence-based services in 7 trauma-informed care and culturally specific services 8 and other resources; 9 ‘‘(2) developing innovative culturally specific 10 strategies and projects to enhance access to trauma- 11 informed care and resources for racial and ethnic 12 minorities who face obstacles to using more tradi- 13 tional services and resources (such as obstacles in 14 geographic access to providers, lack of insurance 15 coverage, and access to audio and video tech- 16 nologies); 17 ‘‘(3) working with State and local governments 18 and social service agencies to develop and enhance 19 effective strategies to provide culturally specific serv- 20 ices to racial and ethnic minorities; 21 ‘‘(4) increasing communities’ capacity to pro- 22 vide culturally specific resources and support for 23 communities of color; 24 VerDate Sep 11 2014 17:00 Sep 05, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H8140.IH H8140 pbinns on DSKJLVW7X2PROD with BILLS 5 •HR 8140 IH ‘‘(5) working in cooperation with the commu- 1 nity to develop education and prevention strategies 2 highlighting culturally specific issues and resources 3 regarding racial and ethnic minorities; 4 ‘‘(6) providing culturally specific programs for 5 racial and ethnic minorities exposed to law enforce- 6 ment violence; and 7 ‘‘(7) examining the dynamics of culture and its 8 impact on victimization and healing. 9 ‘‘(d) PRIORITY.—In awarding grants under this sec- 10 tion, the Secretary shall give priority to eligible entities 11 proposing to serve communities that have faced high rates 12 of community trauma, including from exposure to law en- 13 forcement violence, intergenerational poverty, civil unrest, 14 discrimination, or oppression. 15 ‘‘(e) GRANT PERIOD.—The period of a grant under 16 this section shall be 4 years. 17 ‘‘(f) EVALUATION.—Not later than 6 months after 18 the end of the period of all grants under this section, the 19 Secretary shall— 20 ‘‘(1) conduct an evaluation of the programs 21 funded by a grant under this section; 22 ‘‘(2) include in such evaluation an assessment 23 of the outcomes of each such program; and 24 VerDate Sep 11 2014 17:00 Sep 05, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H8140.IH H8140 pbinns on DSKJLVW7X2PROD with BILLS 6 •HR 8140 IH ‘‘(3) submit a report on the results of such 1 evaluation to the Congress. 2 ‘‘(g) AUTHORIZATION OF APPROPRIATIONS.—To 3 carry out this section, there is authorized to be appro- 4 priated $20,000,000 for each of fiscal years 2021 through 5 2025. 6 ‘‘SEC. 573. BEHAVIORAL AND MENTAL HEALTH OUTREACH 7 EDUCATION STRATEGY. 8 ‘‘(a) IN GENERAL.—The Secretary shall, in consulta- 9 tion with advocacy and behavioral and mental health orga- 10 nizations serving racial and ethnic minority groups, de- 11 velop and implement an outreach and education strategy 12 to promote awareness of behavioral and mental health, 13 and reduce stigma associated with behavioral and mental 14 health conditions, among racial and ethnic minorities. 15 ‘‘(b) DESIGN.—The strategy under this section shall 16 be designed to— 17 ‘‘(1) meet the diverse cultural and language 18 needs of racial and ethnic minority groups; 19 ‘‘(2) provide information on evidence-based, cul- 20 turally and linguistically appropriate and adapted 21 interventions and treatments; 22 ‘‘(3) increase awareness of symptoms of mental 23 illness among racial and ethnic minority groups; and 24 VerDate Sep 11 2014 17:00 Sep 05, 2020 Jkt 099200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H8140.IH H8140 pbinns on DSKJLVW7X2PROD with BILLS 7 •HR 8140 IH ‘‘(4) ensure full participation of, and engage, 1 both consumers and community members in the de- 2 velopment and implementation of materials. 3 ‘‘(c) REPORT.—Not later than 1 year after the date 4 of enactment of this part, the Secretary shall submit to 5 the Congress, and make publicly available, a report detail- 6 ing the outreach and education strategy that is developed 7 and implemented under this section and the results of 8 such implementation.’’. 9 (b) TECHNICAL CORRECTION.—Title V of the Public 10 Health Service Act (42 U.S.C. 290aa et seq.) is amended 11 by striking the designation and heading of part F relating 12 to a model comprehensive program for treatment of sub- 13 stance abuse. 14 Æ VerDate Sep 11 2014 17:00 Sep 05, 2020 Jkt 099200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6301 E:\BILLS\H8140.IH H8140 pbinns on DSKJLVW7X2PROD with BILLS
