Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Communities Serving 4 Schools Act of 2020’’. 5 SEC. 2. WRAPAROUND SERVICES GRANT PROGRAM. 6 (a) IN GENERAL.—From the amounts appropriated 7 under subsection (f), the Secretary of Education shall 8 award grants, on a competitive basis, to State educational 9 VerDate Sep 11 2014 22:20 Sep 04, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H8126.IH H8126 pbinns on DSKJLVW7X2PROD with BILLS 2 •HR 8126 IH agencies or local educational agencies in order to provide, 1 to eligible schools, wraparound services that address out- 2 of-school factors that interfere with learning. 3 (b) APPLICATIONS.— 4 (1) GRANT APPLICATION.—To be eligible for a 5 grant under this section, a State educational agency 6 or local educational agency shall submit to the Sec- 7 retary an application in such form, at such time, 8 and containing such information as the Secretary 9 determines appropriate. 10 (2) SUBGRANT APPLICATION.—To be eligible 11 for a subgrant under this section, a local educational 12 agency shall submit to the appropriate State edu- 13 cational agency an application in such form, at such 14 time, and containing such information as the State 15 educational agency determines appropriate. 16 (c) USE OF FUNDS.— 17 (1) USE OF FUNDS BY STATE EDUCATIONAL 18 AGENCY.—A State educational agency that receives 19 grant funds under subsection (a) shall use such 20 funds to award subgrants to local educational agen- 21 cies served by the State educational agency. 22 (2) USE OF FUNDS BY LOCAL EDUCATIONAL 23 AGENCY.—A local educational agency that receives 24 grant funds under subsection (a) or subgrant funds 25 VerDate Sep 11 2014 22:20 Sep 04, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H8126.IH H8126 pbinns on DSKJLVW7X2PROD with BILLS 3 •HR 8126 IH under paragraph (1) shall use the funds for the fol- 1 lowing activities for each eligible school served by 2 the local educational agency: 3 (A) Implementing a planning period that 4 involves— 5 (i) assessing the needs and strengths 6 of the school; and 7 (ii) selecting relevant programs and 8 tiered supports that match the individual 9 needs of each student. 10 (B) Partnering with a nonprofit or commu- 11 nity-based organization with a demonstrated 12 record of providing high-quality, evidence-based 13 wraparound services for children. 14 (C) Hiring an on-site coordinator who 15 will— 16 (i) ensure wraparound services are 17 aligned with student needs; and 18 (ii) connect students to the right serv- 19 ices and supports in an efficient manner. 20 (D) Ensuring integration of wraparound 21 services within the school. 22 (E) Tracking data on an annual basis. 23 (d) DURATION.—A grant or subgrant awarded under 24 this section shall be for a 4-year period. 25 VerDate Sep 11 2014 22:20 Sep 04, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H8126.IH H8126 pbinns on DSKJLVW7X2PROD with BILLS 4 •HR 8126 IH (e) LIMITATION.—With respect to a 4-year grant pe- 1 riod, a local educational agency may only receive a grant 2 or a subgrant under this section for such grant period. 3 (f) REPORTS.— 4 (1) IN GENERAL.—Not later than 2 years after 5 the date on which the first grant is awarded under 6 this section, and 2 years thereafter, the Secretary 7 shall submit to Congress a report (with information 8 disaggregated in accordance with paragraph (2)) in- 9 cluding— 10 (A) with respect to an eligible school re- 11 ceiving assistance under this section, descrip- 12 tions of any changes relating to— 13 (i) average daily attendance; 14 (ii) on-time graduation rate; 15 (iii) chronic absenteeism; 16 (iv) rate of promotion to the following 17 grade; 18 (v) student health (including mental 19 health); 20 (vi) behavioral issues, including— 21 (I) issues that harm the well- 22 being of a student; 1 (viii) annual dropout rates; 2 (ix) school climate; and 3 (x) school engagement; and 4 (B) recommendations with respect to best 5 practices for implementing high-quality wrap- 6 around services in elementary and secondary 7 schools, including with respect to— 8 (i) data tracking; 9 (ii) integration of services; 10 (iii) conducting assessments of the 11 needs and strengths of a school; and 12 (iv) partnering with organizations. 13 (2) DISAGGREGATION.— 14 (A) IN GENERAL.—The information de- 15 scribed under paragraph (1)(A), with respect to 16 a school, shall be disaggregated, where appro- 17 priate, by— 18 (i) all students enrolled in such 19 school; and 20 (ii) all students— 21 (I) enrolled in such school; and 22 (II) receiving wraparound serv- 23 ices. 24 VerDate Sep 11 2014 22:20 Sep 04, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H8126.IH H8126 pbinns on DSKJLVW7X2PROD with BILLS 6 •HR 8126 IH (B) FURTHER DISAGGREGATION.—The in- 1 formation disaggregated in accordance with 2 clauses (i) and (ii) of subparagraph (A) shall be 3 further disaggregated by— 4 (i) race; 5 (ii) ethnicity; and 6 (iii) income. 7 (g) AUTHORIZATION OF APPROPRIATIONS.—There 8 are authorized to be appropriated to carry out this section 9 $1,000,000,000. 10 (h) DEFINITIONS.—In this section: 11 (1) ESEA TERMS.— 12 (A) IN GENERAL.—The terms ‘‘elementary 13 school’’, ‘‘local educational agency’’, ‘‘secondary 14 school’’, and ‘‘State educational agency’’ have 15 the meanings given such terms in section 8101 16 of the Elementary and Secondary Education 17 Act of 1965 (20 U.S.C. 7801). 18 (B) ELIGIBLE SCHOOL ATTENDANCE 19 AREA.—The term ‘‘eligible school attendance 20 area’’ has the meaning given such term in sec- 21 tion 1113(a)(2) of the Elementary and Sec- 22 ondary Education Act of 1965 (20 U.S.C. 23 6313(a)(2)). 24 VerDate Sep 11 2014 22:20 Sep 04, 2020 Jkt 099200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H8126.IH H8126 pbinns on DSKJLVW7X2PROD with BILLS 7 •HR 8126 IH (2) ELIGIBLE SCHOOL.—The term ‘‘eligible 1 school’’ means a public elementary school or sec- 2 ondary school that serves an eligible school attend- 3 ance area. 4 (3) WRAPAROUND SERVICE.—The term ‘‘wrap- 5 around service’’ means a school-based service that 6 targets academic and non-academic barriers to stu- 7 dent achievement, including— 8 (A) assistance with— 9 (i) academics; 10 (ii) mental health; or 11 (iii) physical health; 12 (B) provision of basic needs (including 13 food, housing, and clothing); 14 (C) enrichment and after-school programs; 15 (D) life skills; 16 (E) behavioral interventions;
