USE OF SUPPLEMENTAL NUTRITION ASSISTANCE 1 PROGRAM BENEFITS DURING DECLARED 2 EMERGENCIES TO PURCHASE MEALS FOR IM- 3 MEDIATE CONSUMPTION AND FROZEN 4 PREPACKED MEALS. 5 (a) IN GENERAL.—During an emergency declared 6 under the National Emergencies Act (50 U.S.C. 1601 et 7 seq.) or the Robert T.
