Mr. TRONE (for himself and Mr. JOYCE of Pennsylvania) introduced the fol-
lowing bill; which was referred to the Committee on Energy and Com-
merce, and in addition to the Committees on Homeland Security, and
Transportation and Infrastructure, for a period to be subsequently deter-
mined by the Speaker, in each case for consideration of such provisions
as fall within the jurisdiction of the committee concerned
A BILL
To direct the Secretary of Homeland Security to submit
to Congress a report on the security and resilience of
the United States medical supply chains, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Strengthening our
4
Health Security Through Resilient Medical Supply Chains
5
Annual Review Act of 2020’’.

SEC. 2. REPORT ON SECURITY AND RESILIENCE OF THE

UNITED STATES MEDICAL SUPPLY CHAINS.

(a) IN GENERAL.—Not later than one year after the
3
date of the enactment of this Act, and annually thereafter,
4
the Secretary of Homeland Security shall submit to the
5
Committee on Homeland Security of the House of Rep-
6
resentatives, and the Committee on Homeland Security
7
and Government Affairs of the Senate a report on the se-
8
curity and resilience of the United States medical supply
9
chains. Such a report shall contain a classified annex. The
10
Secretary shall make publicly available (including by publi-
11
cation on the website of the Department of Homeland Se-
12
curity) the unclassified portion of the report.

(b) CONTENTS.—The report submitted under sub-
14
section (a) shall—
15
(1) review the United States supply chains for
16
medical devices, supplies, and drugs and the vulner-
17
ability of such supply chains to a global disruption,
18
such as an instance of bioterrorism, a natural dis-
19
aster, or a public health emergency;
20
(2) assess the dependence of the United States
21
on any medical devices, equipment, supplies, coun-
22
termeasures, vaccines, and drugs produced or
23
sourced outside the United States; and
24
(3) identify the actions the Federal government
25
has taken during the year covered by the report—

(A) to promote the security and resilience
1
of the United States medical supply chain;
2
(B) to improve medical supply chain re-
3
dundancy;
4
(C) to encourage the domestic production
5
of medical devices, equipment, supplies, coun-
6
termeasures, vaccines, and drugs; and
7
(D) to develop contingency plans for poten-
8
tial global disruptions; and
9
(4) provide recommendations to agencies of the
10
Federal Government, States, local, tribal, and terri-
11
torial governments, and the private sector on ways
12
to strengthen the security and resilience of the
13
United States medical supply chain.
14
(c) CONSULTATION.—In preparing the report under
15
subsection (a), the Secretary of Homeland Security—
16
(1) shall consult with the heads of other rel-
17
evant Federal agencies; and
18
(2) may consult with public health experts,
19
health security experts, supply chain experts, and
20
other individuals with relevant experience.
