Mr. CUNNINGHAM (for himself and Mr. MAST) introduced the following bill;
which was referred to the Committee on Veterans’ Affairs
A BILL
To amend title 38, United States Code, to provide for a
reduction in loan fees for certain veterans affected by
major disasters.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. REDUCING LOAN FEES FOR CERTAIN VET-
3
ERANS AFFECTED BY MAJOR DISASTERS.

Section 3729(b)(4) of title 38, United States Code,
5
is amended—
6
(1) by striking subparagraph (D), and inserting
7
the following new subparagraph (D):
8
‘‘(D)(i) The term ‘initial loan’ means a loan to
9
a veteran guaranteed under section 3710 of this title

or made under section 3711 of this title if the vet-
1
eran has never obtained a loan guaranteed under
2
section 3710 or made under section 3711 of this
3
title.

‘‘(ii) If a veteran has obtained a loan guaran-
5
teed under section 3710 or made under section 3711
6
of this title and the dwelling securing such loan was
7
substantially damaged or destroyed by a major dis-
8
aster declared by the President under section 401 of
9
the Robert T. Stafford Disaster Relief and Emer-
10
gency Assistance Act (42 U.S.C. 5170), the Sec-
11
retary shall treat as an initial loan, as defined in
12
clause (i), the next loan the Secretary guarantees or
13
makes to such veteran under section 3710 or 3711,
14
respectively, if—
15
‘‘(I) such loan is guaranteed or made be-
16
fore the date that is three years after the date
17
on which the dwelling was substantially dam-
18
aged or destroyed; and
19
‘‘(II) such loan is only for repairs or con-
20
struction, as determined by the Secretary.’’;
21
and
22
(2) in subparagraph (E), by striking ‘‘if the vet-
23
eran has previously obtained a loan guaranteed
