A BILL
To direct the Secretary of Veterans Affairs to submit to
Congress an annual report on the Solid Start program
of the Department of Veterans Affairs, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. REPORTING ON SOLID START PROGRAM OF DE-
3
PARTMENT OF VETERANS AFFAIRS.
4
(a) REPORTS REQUIRED.—Not later than 180 days
5
after the date of the enactment of this Act, and annually
6
thereafter, the Secretary of Veterans Affairs shall submit
7
to the Committees on Veterans’ Affairs of the Senate and

House of Representatives a report on the Solid Start pro-

gram of the Department of Veterans Affairs.

(b) ELEMENTS.—Each report under subsection (a)
3
shall include the following:
4
(1) With respect to each veteran called or
5
emailed under the Solid Start program:
6
(A) The Armed Force of the veteran.
7
(B) Age.
8
(C) Gender.
9
(D) Whether the veteran responded to the
10
call or email.
11
(E) Whether the call or email resulted in
12
a call to the Veterans Crisis Line established
13
pursuant to section 1720F(h) of title 38,
14
United States Code.
15
(F) Whether the call or email resulted in
16
a referral to—
17
(i) compensation and pension deter-
18
mination;
19
(ii) enrollment in the patient enroll-
20
ment system of the Department; or
21
(iii) any other program or benefit
22
under the laws administered by the Sec-
23
retary.

(2) Any change to the Solid Start program im-

plemented by the Secretary since the date of the pre-
2
vious such report.

(c) PROHIBITION ON PERSONALLY IDENTIFIABLE IN-
4
FORMATION.—No report under subsection (a) may contain
5
any personally identifiable information regarding a vet-
6
eran.
