the Housing Act of 1949 13 for temporary adjustment of wage income losses for resi- 14 dents of housing financed or assisted under section 514, 15 515, or 516 of such Act: Provided, That such amount is 16 designated by the Congress as being for an emergency re- 17 quirement pursuant to section 251(b)(2)(A)(i) of the Bal- 18 anced Budget and Emergency Deficit Control Act of 1985. 19 DOMESTIC FOOD respond to 13 coronavirus, domestically or internationally, including nec- 14 essary expenses to relocate employees and their depend- 15 ents back from overseas posts: Provided, That such 16 amount is That 8 amounts made available in this section and under the 9 heading ‘‘Animal and Plant Health Inspection Service— 10 Salaries and Expenses’’ in the Coronavirus Aid, Relief, 11 and Economic Security Act (Public Law 116–136) shall 12 be treated as funds collected by fees authorized under sec- 13 tions 2508 and 2509 of the Food, Agriculture, Conserva- 14 tion, and Trade Act of 1990 (21 U.S.C. 136, 136a) for 15 purposes of section 421(f) of the Homeland Security Act 16 of 2002 (6 U.S.C. 231(f)): Provided further, That, the 17 amounts repurposed in this section that were previously 18 designated by the Congress as an emergency requirement 19 pursuant to the Balanced Budget and Emergency Deficit 20 Control Act of 1985 are designated by the Congress as 21 an emergency requirement pursuant to shall be 7 for activities authorized under section 12005 of the 8 Coronavirus Aid, Relief, and Economic Security Act (Pub- 9 lic Law 116–136): Provided, That the formula prescribed 10 by the Secretary of Commerce to allocate the amount pro- 11 vided under this heading in this Act shall be divided pro- 12 portionally to States, Tribes, and territories and shall be 13 the same as the formula used for funds appropriated 14 under section 12005 of Public Law 116–136, but shall be 15 calculated to also evenly weight the 5-year total annual 16 average domestic landings for each State, Tribe, and terri- 17 tory: Provided further, That the amount provided under 18 this heading in this Act shall only be allocated to States 19 of the United States in, or bordering on, the Atlantic, Pa- 20 cific, or Arctic Ocean, or the Gulf of Mexico, as well as 21 to Puerto Rico, the Virgin Islands, Guam, the Common- 22 wealth of the Northern Mariana Islands, American 23 Samoa, Federally Recognized Tribes on
