introduced the following bill; which was referred to the Committee on the

A BILL
To amend title 28, United States Code, to redefine the
eastern and middle judicial districts of North Carolina.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. JUDICIAL DISTRICTS OF NORTH CAROLINA.

(a) IN GENERAL.—Section 113 of title 28, United
4
States Code, is amended—
5
(1) in subsection (a), by striking ‘‘and Wilson
6
and’’ and inserting ‘‘Wilson, those portions of Hoke,
7
Moore, Scotland, and Richmond counties encom-
8
passing the Fort Bragg Military Reservation and
9
Camp Mackall, and’’; and

‘‘(b) MIDDLE DISTRICT.—The Middle District com-

prises the counties of Alamance, Cabarrus, Caswell, Chat-
4
ham, Davidson, Davie, Durham (excluding that portion of
5
Durham County encompassing the Federal Correctional
6
Institution, Butner, North Carolina), Forsyth, Guilford,
7
Hoke (excluding that portion of Hoke County encom-
8
passing the Fort Bragg Military Reservation and Camp
9
Mackall), Lee, Montgomery, Moore (excluding that por-
10
tion of Moore County encompassing the Fort Bragg Mili-
11
tary Reservation and Camp Mackall), Orange, Person,
12
Randolph, Richmond (excluding that portion of Richmond
13
County encompassing the Fort Bragg Military Reserva-
14
tion and Camp Mackall), Rockingham, Rowan, Scotland
15
(excluding that portion of Scotland County encompassing
16
the Fort Bragg Military Reservation and Camp Mackall),
17
Stanly, Stokes, Surry, and Yadkin.’’.

(b) APPLICATION.—The amendments made by sub-
19
section (a) shall not apply to any action commenced or
20
pending in any judicial district of North Carolina before
21
the date of enactment of this Act.
