use a portion of such payment to pay the cost of sanitization and

A BILL
To permit child care providers that receive payment for serv-
ices provided under the Child Care and Development
Block Grant Act of 1990 to use a portion of such pay-
ment to pay the cost of sanitization and other costs
associated with the COVID-19 public health emergency,
necessary to protect the health of participating children
and child care workers.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Helping Child Care
2
Providers Respond to the Coronavirus Public Health
3
Emergency Act of 2020’’.

SEC. 2. AUTHORITY TO PAY THE COST OF SANITIZATION
5
AND OTHER COSTS ASSOCIATED WITH THE
6
COVID-19 PUBLIC HEALTH EMERGENCY TO
7
PROTECT CHILDREN WHO RECEIVE CERTAIN
8
CHILD CARE SERVICES.

A child care provider who receives payment for serv-
10
ices provided under the Child Care and Development
11
Block Grant Act of 1990 (42 U.S.C. 9857 et seq.) may
12
use a portion of such payment to pay the cost of sanitiza-
13
tion and other costs associated with the COVID-19 public
14
health emergency, to protect children who receive such
15
services and child care workers who provide such services.

SEC. 3. DEFINITION.

For purposes of this Act, the term ‘‘COVID-19 public
18
health emergency’’ means the public health emergency de-
19
clared by the Secretary of Health and Human Services
20
under section 319 of the Public Health Service Act (42
21
U.S.C. 247d) on January 31, 2020, with respect to
22
COVID-19, including any renewal of the declaration.
