To prohibit the use of Federal funds to implement, admin-
ister, or enforce the Presidential Memorandum on Ex-
cluding Illegal Aliens From the Apportionment Base Fol-
lowing the 2020 Census, issued on July 21, 2020.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘No Funds for Appor-

tionment Exclusion Act’’.

SEC. 2. PROHIBITION ON USE OF FEDERAL FUNDS.

No Federal funds, resources, or fees made available
5
to any Federal agency may be used to implement, admin-
6
ister, enforce, or carry out (including through the issuance
7
of any regulations) any of the policy changes set forth in
8
the Presidential Memorandum on Excluding Illegal Aliens
