A BILL
To require the Administrator of the Small Business Adminis-
tration to develop a training curriculum on category
management, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Small Business Cat-
4
egory Management Training Act’’.
5
SEC. 2. CATEGORY MANAGEMENT TRAINING.

(a) IN GENERAL.—Not later than 8 months after the
7
date of the enactment of this Act, the Administrator of
8
the Small Business Administration, in coordination with
9
the Administrator of the Office of Federal Procurement

Policy and any other head of a Federal agency as deter-

mined by the Administrator, shall develop a training cur-
2
riculum on category management for staff of Federal
3
agencies with procurement or acquisition responsibilities.
4
Such training shall include—
5
(1) best practices for purchasing goods and
6
services from small business concerns (as defined
7
under section 3 of the Small Business Act (15
8
U.S.C. 632)); and
9
(2) information on avoiding conflicts with the
10
requirements of the Small Business Act (15 U.S.C.
11
631 et seq.).

(b) USE OF CURRICULUM.—The Administrator of the
13
Small Business Administration—
14
(1) shall ensure that staff for Federal agencies
15
described in subsection (a) receive the training de-
16
scribed in such subsection; and
17
(2) may request the assistance of the relevant
18
Director of Small and Disadvantaged Business Utili-
19
zation (as described in section 15(k) of the Small
20
Business Act (15 U.S.C. 644(k))) to carry out the
21
requirements of paragraph (1).

(c) SUBMISSION TO CONGRESS.—The Administrator
23
of the Small Business Administration shall provide a copy
24
of the training curriculum developed under subsection (a)

(d) CATEGORY MANAGEMENT DEFINED.—In this
4
Act, the term ‘‘category management’’ has the meaning
5
given by the Director of the Office of Management and
6
Budget.
