DEFINITIONS. 1 In this Act: 2 (1) APPROPRIATE CONGRESSIONAL COMMIT- 3 TEES.—The term ‘‘appropriate congressional com- 4 mittees’’ means— 5 (A) the Committee on Foreign Relations of 6 the Senate; and 7 (B) the Committee on Foreign Affairs of 8 the House of Representatives. 9 (2) STATE SPONSOR OF TERRORISM.—The term 10 ‘‘state sponsor of terrorism’’ means a country the 11 government of which the Secretary of State has de- 12 termined, for purposes of section 1754(c)(1)(A)(i) of 13 the Export Control Reform Act of 2018 (50 U.S.C. 14 4813(c)(1)(A)(i)), section 620A of the Foreign As- 15 sistance Act of 1961 (22 U.S.C. 2371), section 40 16 of the Arms Export Control Act (22 U.S.C. 2780), 17 or any other provision of law, is a government that 18 has repeatedly provided support for acts of inter- 19 national terrorism. 20 SEC. 3. DETERMINATION ON THE DESIGNATION OF THE 7 RUSSIAN-SUPPORTED ARMED FORCES IN THE 8 DONBAS REGION OF UKRAINE AS FOREIGN 9 TERRORIST ORGANIZATIONS. 10 (a) IN GENERAL.—Not later than 90 days after the 11 date of the enactment of this Act, the Secretary of State 12 shall submit a determination to the appropriate congres- 13 sional committees that indicates whether armed entities 14 that are physically present in the Donbas region of 15 Ukraine and are controlled or aided by the Russian Fed- 16 eration, or armed entities that are associated or controlled 17 by the ‘‘Donetsk People’s Republic’’ or the ‘‘Lugansk Peo- 18 ple’s Republic’’, meet the criteria to be designated as for- 19 eign terrorist organizations under section 219 of the Im- 20 migration and Nationality Act (8 U.S.C. 1189). 21 (b) FORM.—The determination required under sub- 22 section (a) shall be submitted in unclassified form, but 23 may include a classified annex, if appropriate. 24 VerDate Sep 11 2014 18:56 Jul 29, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H7561.IH H7561 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 7561 IH SEC. 5.
