SHORT TITLE. 1 This Act may be cited as the ‘‘National Infrastruc- 2 ture Simulation and Analysis Center Pandemic Modeling 3 Act of 2020’’. 4 SEC. 2. NATIONAL INFRASTRUCTURE SIMULATION AND 5 ANALYSIS CENTER. 6 Section 511 of the Homeland Security Act of 2002 7 (6 U.S.C. 321) is amended— 8 (1) in subsection (b)— 9 (A) in paragraph (1)— 10 (i) in subparagraph (A) by striking 11 ‘‘and’’ at the end; 12 (ii) in subparagraph (B)— 13 (I) by inserting ‘‘, pandemic’’ 14 after ‘‘natural disaster’’; and 15 (II) by striking the period at the 16 end and inserting ‘‘; and’’; and 17 (iii) by adding at the end the fol- 18 lowing: 19 ‘‘(C) such other activities as determined 20 appropriate by the Director of the Cybersecu- 21 rity and Infrastructure Security Agency.’’; and 22 (B) in paragraph (2)(C)— 23 (i) in clause (i)— 24 (I) by inserting ‘‘, pandemics’’ 25 after ‘‘natural disasters’’; and 26 VerDate Sep 11 2014 00:12 Sep 10, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6401 E:\BILLS\S4157.RS S4157 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 4157 RS (II) by striking ‘‘and other man- 1 made disasters’’ and inserting ‘‘other 2 man-made disasters, and such other 3 activities as determined appropriate 4 by the Director of the Cybersecurity 5 and Infrastructure Security Agency’’; 6 and 7 (ii) in clause (ii), by inserting ‘‘upon 8 request and not later than 15 days after 9 completion’’ before ‘‘, including’’. 10 SEC. 3. REPORTING AND BRIEFING REQUIREMENTS. 11 (a) REPORTING TO FEDERAL AGENCIES.— 12 (1) SUMMARY OF CURRENT PROJECTS.— 13 (A) IN GENERAL.—Not later than 1 year 14 after the date of enactment of this Act, and 15 once each year thereafter, the Director of the 16 Cybersecurity and Infrastructure Security 17 Agency shall provide a summary of the current 18 projects of the National Infrastructure Simula- 19 tion and Analysis Center to each Federal agen- 20 cy and department with critical infrastructure 21 responsibilities under Homeland Security Presi- 22 dential Directive 7, or any successor to such ADDITIONAL INFORMA- 1 TION.—If the head of a Federal agency or de- 2 partment with critical infrastructure respon- 3 sibilities under Homeland Security Presidential 4 Directive 7, or any successor to such directive, 5 requests additional information on a specific 6 project summarized under subparagraph (A), 7 the Director of the Cybersecurity and Infra- 8 structure Security Agency shall provide the in- 9 formation not later than 30 days after the date 10 of the request. 11 (2) PRIOR DATA.— 12 (A) IN GENERAL.—Not later than 90 days 13 after the date of enactment of this Act, the Di- 14 rector of the Cybersecurity and Infrastructure 15 Security Agency shall provide a catalogue of the 16 projects of the National Infrastructure Simula- 17 tion and Analysis Center for each of fiscal years 18 2014 through 2020 to each Federal agency and 19 department with critical infrastructure respon- 20 sibilities under Homeland Security Presidential 21 Directive 7, or any successor to such directive. informa- 6 tion not later than 30 days after the date of the 7 request. 8 (3) PANDEMIC PORTFOLIO SUMMARY.— 9 (A) IN GENERAL.—Not later than 45 days 10 after the date of enactment of this Act, the Di- 11 rector of the Cybersecurity and Infrastructure 12 Security Agency shall provide a summary of the 13 past pandemic projects and provide all pan- 14 demic reports of the National Infrastructure 15 Simulation and Analysis Center to each Federal 16 agency and department with critical infrastruc- 17 ture responsibilities under Homeland Security 18 Presidential Directive 7, or any successor to 19 such directive. 20 (B) REQUEST FOR ADDITIONAL INFORMA- 21 TION.—If the head of a Federal agency or de- 22 partment with critical infrastructure respon- 23 sibilities under Homeland Security Infrastructure Security 4 Agency shall provide the information not later 5 than 15 days after the date of the request. 6 (b) REPORTING TO CONGRESS.— 7 (1) CURRENT PROJECTS AND PRIORITIES.—Not 8 later than 1 year after the date of enactment of this 9 Act, and once each year thereafter, the Director of 10 the Cybersecurity and Infrastructure Security Agen- 11 cy shall provide summaries of the current projects 12 and priorities of the National Infrastructure Simula- 13 tion and Analysis Center to the Committee on 14 Homeland Security and Governmental Affairs of the 15 Senate and the Committee on Homeland Security of 16 the House of Representatives. 17 (2) PRIOR DATA.—Not later than 90 days after 18 the date of enactment of this Act, the Director of 19 the Cybersecurity and Infrastructure Security Agen- 20 cy shall provide a catalogue of the projects of the 21 National Infrastructure Simulation and Analysis 22 Center for each of fiscal years 2014 through 2020 23 to the the date of enactment of 4 this Act, the Director of the Cybersecurity and In- 5 frastructure Security Agency shall provide a sum- 6 mary of the past pandemic projects and provide all 7 pandemic reports of the National Infrastructure 8 Simulation and Analysis Center to the Committee on 9 Homeland Security and Governmental Affairs of the 10 Senate and the Committee on Homeland Security of 11 the House of Representatives. 12 (c) BRIEFING TO CONGRESS.— 13 (1) IN GENERAL.—Not later than 180 days 14 after the date of enactment of this Act, the Director 15 of the Cybersecurity and Infrastructure Security 16 Agency shall provide a briefing on current pandemic 17 modeling, simulation, and analyses of the National 18 Infrastructure Simulation and Analysis Center, and 19 any additional activities supporting these efforts, to 20 the Committee on Homeland Security and Govern- 21 mental Affairs of the Senate and the Committee on 22 Homeland Security of the House of Director of the Cybersecurity and Infrastructure 3 Security Agency shall provide an updated version of 4 the briefing to the Committee on Homeland Security 5 and Governmental Affairs of the Senate and the 6 Committee on Homeland Security of the House of 7 Representatives. 8 SECTION 1. SHORT TITLE. 9 This Act may be cited as the ‘‘National Infrastructure 10 Simulation and Analysis Center Pandemic Modeling Act 11 of 2020’’. 12 SEC. 2.
