Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. ESTABLISHMENT OF AN ONLINE PORTAL FOR FORM 1 299. 2 (a) DEFINITIONS.—In this Act: 3 (1) APPROPRIATE COMMITTEES OF CON- 4 GRESS.—The term ‘‘appropriate committees of Con- 5 gress’’ means— 6 (A) the Committee on Energy and Com- 7 merce of the House of Representatives; 8 (B) the Committee on Natural Resources 9 of the House of Representatives; 10 (C) the Committee on Commerce, Science, 11 and Transportation of the Senate; and 12 (D) the Committee on Environment and 13 Public Works of the Senate. 14 (2) ASSISTANT SECRETARY.—The term ‘‘Assist- 15 ant Secretary’’ means the Assistant Secretary of 16 Commerce for Communications and Information. 17 (3) DEPARTMENT CONCERNED.—The term 18 ‘‘Department concerned’’ means the Department of 19 the Interior or the Department of Agriculture. 20 (4) FORM 299.—The term ‘‘Form 299’’ means 21 the form established under section 6409(b)(2)(A) of 22 the Middle Class Tax Relief and Job Creation Act 23 of 2012 (47 U.S.C. 1455(b)(2)(A)), or any successor 24 form. 25 VerDate Sep 11 2014 21:49 Jul 20, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H7377.IH H7377 pbinns on DSKJLVW7X2PROD with BILLS 3 •HR 7377 IH (5) SECRETARY CONCERNED.—The term ‘‘Sec- 1 retary concerned’’ means— 2 (A) the Secretary of the Interior, with re- 3 spect to public land; and 4 (B) the Secretary of Agriculture, with re- 5 spect to National Forest System land. 6 (b) ESTABLISHMENT OF ONLINE PORTAL.— 7 (1) ESTABLISHMENT.—Not later than 1 year 8 after the date of enactment of this Act, the Sec- 9 retary concerned shall establish an online portal for 10 the acceptance, processing, and disposal of a Form 11 299. 12 (2) NOTIFICATION.—Not later than 3 business 13 days after the date on which the online portal has 14 been established pursuant to paragraph (1), the Sec- 15 retary concerned shall notify the Assistant Secretary 16 of such establishment. 17 (c) AVAILABILITY OF ONLINE PORTAL.—The Assist- 18 ant Secretary shall publish on the internet website of the 19 National Telecommunications and Information Adminis- 20 tration a link to each online portal established pursuant 21 to subsection (b)(1). 22 Æ VerDate Sep 11 2014 21:49 Jul 20, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H7377.IH H7377 pbinns on DSKJLVW7X2PROD with BILLS
