Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Artificial Intelligence 4 Standards and National Security Act’’. 5 SEC. 2. REPORT ON DEPARTMENT OF DEFENSE STRATEGY 6 ON ARTIFICIAL INTELLIGENCE STANDARDS. 7 (a) REPORT REQUIRED.—Not later than 180 days 8 after the date of the enactment of this Act, the Secretary 9 of Defense shall submit to Congress a report on the role 10 VerDate Sep 11 2014 07:30 Jul 07, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S4082.IS S4082 kjohnson on DSK79L0C42PROD with BILLS 2 •S 4082 IS of the Department of Defense in the development of artifi- 1 cial intelligence standards. 2 (b) CONTENTS.—The report required by subsection 3 (a) shall include an assessment of each of the following: 4 (1) The need for the Department of Defense to 5 develop an artificial intelligence standards strategy. 6 (2) Any efforts to date on the development of 7 such a strategy. 8 (3) The ways in which an artificial intelligence 9 standards strategy will improve the national secu- 10 rity. 11 (4) How the Secretary intends to collaborate 12 with— 13 (A) the Director of the National Institute 14 of Standards and Technology; 15 (B) the Secretary of Homeland Security; 16 (C) the intelligence community; 17 (D) the Secretary of State; 18 (E) representatives of private industry, 19 specifically representatives of the defense indus- 20 trial base; and 21 (F) representatives of any other agencies, 22 entities, organizations, or persons the Secretary 23 considers appropriate. 24 VerDate Sep 11 2014 07:30 Jul 07, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S4082.IS S4082 kjohnson on DSK79L0C42PROD with BILLS 3 •S 4082 IS SEC. 3. REPORT ON ASSIGNMENT OF MEMBERS OF THE 1 ARMED FORCES ON ACTIVE DUTY TO THE 2 JOINT ARTIFICIAL INTELLIGENCE CENTER 3 OF THE DEPARTMENT OF DEFENSE. 4 Not later than 90 days after the date of the enact- 5 ment of this Act, the Secretary of Defense shall submit 6 to the Committees on Armed Services of the Senate and 7 the House of Representatives a report on the feasibility 8 and the current status of assigning members of the Armed 9 Forces on active duty to the Joint Artificial Intelligence 10 Center (JAIC) of the Department of Defense.
