A BILL
To require the use of body cameras for law enforcement
officers as a condition of eligibility for COPS ON THE
BEAT grants, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘COPS Accountability
4
Act of 2020’’.

SEC. 2. BODY CAMERA REQUIREMENT FOR COPS ON THE
6
BEAT GRANTS.

In order to be eligible for a grant under part Q of
8
title I of the Omnibus Crime Control and Safe Streets Act

of 1968 (34 U.S.C. 10381 et seq.), a State, unit of local
1
government, and Indian tribal government shall—
2
(1) in the first fiscal year that begins after the
3
date of enactment of this Act, have in place a plan
4
to implement the requirement under paragraph (2);
5
and
6
(2) in the second fiscal year that begins after
7
the date of enactment of this Act, require uniformed
8
law enforcement officers with the authority to con-
9
duct searches and make arrests to wear a body cam-
10
era while on duty, for not less than 25 percent of
11
such law enforcement officers of the jurisdiction; and
12
(3) beginning in the third fiscal year that be-
13
gins after the date of enactment of this Act, require
14
uniformed law enforcement officers with the author-
15
ity to conduct searches and make arrests to wear a
16
body camera while on duty, for not less than 50 per-
17
cent of such law enforcement officers of the jurisdic-
18
tion.

SEC. 3. REPORT.

On an annual basis, the Attorney General shall sub-
21
mit to the Committees on the Judiciary of the House of
22
Representatives and of the Senate a report on the compli-
23
ance of jurisdictions with the conditions on eligibility for
