lowing bill; which was read twice and referred to the Committee on Envi-
ronment and Public Works
A BILL
To establish a 90-day limit to file a petition for judicial
review of a permit, license, or approval for a highway
or public transportation project, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. LIMITATIONS ON CLAIMS.

(a) IN GENERAL.—Section 139(l) of title 23, United
4
States Code, is amended by striking ‘‘150 days’’ each
5
place it appears and inserting ‘‘90 days’’.
6
(b) CONFORMING AMENDMENTS.—

(1) Section 330(e) of title 23, United States
8
Code, is amended—
