CLARIFICATION AND EXPANSION OF SANCTIONS 1 RELATING TO CONSTRUCTION OF NORD 2 STREAM 2 OR TURKSTREAM PIPELINE 3 PROJECTS. 4 (a) IN GENERAL.—Subsection (a)(1) of section 7503 5 of the Protecting Europe’s Energy Security Act of 2019 6 (title LXXV of Public Law 116–92) is amended— 7 (1) in subparagraph (A), by inserting ‘‘or pipe- 8 laying activities’’ after ‘‘pipe-laying’’; and 9 (2) in subparagraph (B)— 10 (A) in clause (i)— 11 (i) by striking ‘‘sold, leased, or pro- 12 vided’’ and inserting ‘‘facilitated selling, 13 leasing, or providing’’; and 14 (ii) by striking ‘‘; or’’ and inserting a 15 semicolon; 16 (B) in clause (ii), by striking the period at 17 the end and inserting a semicolon; and 18 (C) by adding at the end the following: 19 ‘‘(iii) provided underwriting services 20 or insurance or reinsurance for those ves- 21 sels; 22 ‘‘(iv) provided services or facilities for 23 technology upgrades or installation of 24 welding equipment for, or retrofitting or 25 tethering of, those vessels; or 26 VerDate Sep 11 2014 17:48 Jun 20, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S3897.IS S3897 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 3897 IS ‘‘(v) provided services for the testing, 1 inspection, or certification necessary for, or 2 associated with the operation of, the Nord 3 Stream 2 pipeline.’’. 4 (b) DEFINITIONS.—Subsection (i) of such section is 5 amended— 6 (1) by redesignating paragraph (5) as para- 7 graph (6); and 8 (2) by inserting after paragraph (4) the fol- 9 lowing: 10 ‘‘(5) PIPE-LAYING ACTIVITIES.—The term 11 ‘pipe-laying activities’ means activities that facilitate 12 pipe-laying, including site preparation, trenching, 13 surveying, placing rocks, stringing, bending, welding, 14 coating, lowering of pipe, and backfilling.’’. 15 (c) EFFECTIVE DATE.— 16 (1) IN GENERAL.—The amendments made by 17 this section take effect on the date of the enactment 18 of the Protecting Europe’s Energy Security Act of 19 2019. 20 (2) REPORT REQUIRED.—Not later than 60 21 days after the date of the enactment of this Act, the 22 Secretary of State, in consultation with the Sec- 23 retary of the Treasury, shall submit to the appro- 24 priate congressional committees, as defined in sub- 25 VerDate Sep 11 2014 17:48 Jun 20, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S3897.IS S3897 pamtmann on DSKBC07HB2PROD with BILLS 4 •S 3897 IS section (i) of section 7503 of the Protecting Eu- 1 rope’s Energy Security Act of 2019, a report on the 2 matters required by subsection (a) of that section, as 3 amended by this section, for the period beginning on 4 the date of the enactment of that Act and ending on 5 the date on which the report is submitted. 6 Æ VerDate Sep 11 2014 17:48 Jun 20, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\S3897.IS S3897 pamtmann on DSKBC07HB2PROD with BILLS
