Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Emergency Housing 4 Assistance for Older Adults Act of 2020’’. 5 SEC. 2. SUPPLEMENTAL FUNDING FOR SUPPORTIVE HOUS- 6 ING FOR THE ELDERLY. 7 (a) AUTHORIZATION OF APPROPRIATIONS.—There is 8 authorized to be appropriated $1,202,000,000 for fiscal 9 VerDate Sep 11 2014 18:51 Jun 04, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H6873.IH H6873 pamtmann on DSKBC07HB2PROD with BILLS 2 •HR 6873 IH year 2020 for assistance for supportive housing for the 1 elderly, of which— 2 (1) $845,000,000 shall be for rental assistance 3 under section 202 of the Housing Act of 1959 (12 4 U.S.C. 1701q) or section 8 of the United States 5 Housing Act of 1937 (42 U.S.C. 1437f), as appro- 6 priate, and for hiring additional staff and for serv- 7 ices and costs, including acquiring personal protec- 8 tive equipment, to prevent, prepare for, or respond 9 to the public health emergency relating to 10 Coronavirus Disease 2019 (COVID-19) pandemic 11 for— 12 (A) projects for which assistance is pro- 13 vided under a project rental assistance contract 14 under section 202(c)(2) of the Housing Act of 15 1959 (12 U.S.C. 1701q(c)(2)); 16 (B) projects for which a direct loan under 17 section 202 of such Act was made and for 18 which assistance is provided under section 8 of 19 the United States Housing Act of 1937 (42 20 U.S.C. 1437f); and 21 (C) projects for which project-based assist- 22 ance is provided under such section 8 in which 23 more than 80 percent of tenants are 62 years 24 of age or older; 25 VerDate Sep 11 2014 18:51 Jun 04, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6873.IH H6873 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 6873 IH (2) $50,000,000 shall be for installation of, and 1 service fees for, wireless internet services in projects 2 and individual units described in paragraph (1); 3 (3) $7,000,000 for a 1-year extension of the 4 Supportive Services Demonstration (SSD) of the 5 Department of Housing and Urban Development, 6 authorized under the heading ‘‘Housing for the El- 7 derly’’ in title II of the Transportation, Housing and 8 Urban Development, and Related Agencies Appro- 9 priations Act, 2014 (division L of Public Law 113– 10 76; 128 Stat. 618); and 11 (4) $300,000,000 shall be for grants under sec- 12 tion 676 of the Housing and Community Develop- 13 ment Act of 1992 (42 U.S.C. 13632) for costs of 14 providing service coordinators for purposes of coordi- 15 nating services to prevent, prepare for, or respond to 16 the public health emergency relating to Coronavirus 17 Disease 2019 (COVID-19). 18 (b) ELIGIBILITY OF SUPPORTIVE HOUSING FOR PER- 19 SONS WITH DISABILITIES.—Subsection (a) of section 676 20 of the Housing and Community Development Act of 1992 21 (42 U.S.C. 13632(a)) shall be applied, for purposes of 22 subsection (a) of this section, by substituting ‘‘(G), and 23 (H)’’ for ‘‘and (G)’’. 24 (c) SERVICE COORDINATORS.— 25 VerDate Sep 11 2014 21:49 Jun 04, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H6873.IH H6873 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 6873 IH (1) HIRING.—In the hiring of staff using 1 amounts made available pursuant to this section for 2 costs of providing service coordinators, grantees 3 shall consider and hire, at all levels of employment 4 and to the greatest extent possible, a diverse staff, 5 including by race, ethnicity, gender, and disability 6 status. Each grantee shall submit a report to the 7 Secretary of Housing and Urban Development de- 8 scribing compliance with the preceding sentence not 9 later than the expiration of the 120-day period that 10 begins upon the termination of the emergency de- 11 clared on March 13, 2020, by the President under 12 the Robert T.
