A BILL
To direct the Comptroller General of the United States to
conduct a study to investigate the feasibility of estab-
lishing user fees to offset certain Federal costs attrib-
utable to the procurement of single-source materials for
the Strategic National Stockpile, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. GAO STUDY ON THE FEASIBILITY AND BENE-

FITS OF A STRATEGIC NATIONAL STOCKPILE
4
USER FEE AGREEMENT.

(a) IN GENERAL.—The Comptroller General of the
6
United States shall conduct a study to investigate the fea-

sibility of establishing user fees to offset certain Federal

costs attributable to the procurement of single-source ma-
2
terials for the Strategic National Stockpile under section
3
319F–2 of the Public Health Service Act (42 U.S.C.
4
247d–6b) and distributions of such materials from the
5
Stockpile. In conducting this study, the Comptroller Gen-
6
eral shall consider, to the extent information is available—
7
(1) whether entities receiving such distributions
8
generate profits from those distributions;
9
(2) any Federal costs attributable to such dis-
10
tributions;
11
(3) whether such user fees would provide the
12
Secretary with funding to potentially offset procure-
13
ment costs of such materials for the Strategic Na-
14
tional Stockpile; and
15
(4) any other issues the Comptroller General
16
identifies as relevant.

(b) REPORT.—Not later than February 1, 2023, the
18
Comptroller General of the United States shall submit to
19
the Congress a report on the findings and conclusions of
20
the study under subsection (a).
