A BILL
To amend the Small Business Act to require collection and
reporting of demographic data for applicants of the Pay-
check Protection Program, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘PPP Data and Diver-
4
sity Accountability Act of 2020’’.

SEC. 2. REPORTING OF DEMOGRAPHIC DATA FOR APPLI-

CANTS TO THE PAYCHECK PROTECTION PRO-

GRAM.

Section 7(a)(36) of the Small Business Act (15
4
U.S.C. 636(a)(36)) is amended by inserting the following
5
new subparagraph:

‘‘(T) DATA COLLECTION AND REPORT.—
7
The Administrator shall develop and implement
8
a process for the systematic collection of demo-
9
graphic data of recipients of assistance under
10
this paragraph and the number of loans ap-
11
proved and denied under this paragraph. Such
12
data shall specify whether applicants are
13
women, veterans, or minorities, disaggregated
14
by race in a manner that captures all the racial
15
groups specified in the American Community
16
Survey conducted by the Bureau of the Census.
17
Not less frequently than quarterly, the Adminis-
18
trator shall submit to Congress a report con-
19
taining the results of this data collection.’’.
