lowing bill; which was read twice and referred to the Committee on For-

To authorize funding for a bilateral cooperative program
with Israel for the development of health technologies
with a focus on combating COVID–19.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Expanding Medical
4
Partnerships with Israel to Lessen Dependence On China
5
Act’’ or the ‘‘EMPIL-DOC Act’’.

SEC. 2. BILATERAL COOPERATIVE AGREEMENT.

(a) AUTHORIZATION OF APPROPRIATIONS.—There is
2
authorized to be appropriated to the Secretary of Health
3
and Human Services $4,000,000 for each of fiscal years
4
2021 through 2023 for a bilateral cooperative program
5
with the Government of Israel for awarding grants for the
6
development of health technologies, including such tech-
7
nologies described in subsection (b), subject to subsection
8
(c), with an emphasis on collaboratively advancing the use
9
of technology, personalized medicine, and data in relation
10
to COVID–19.

(b) TYPES OF HEALTH TECHNOLOGIES.—The health
12
technologies described in this subsection shall include
13
technologies such as artificial intelligence, sensors, moni-
14
toring devices, drugs and vaccinations, respiratory assist
15
devices, diagnostic tests, telemedicine, and remote moni-
16
toring.

(c) RESTRICTIONS
ON
FUNDING.—The funding
18
under subsection (a) is subject to a matching contribution
19
from the Government of Israel.

(d) OPTION FOR ESTABLISHING NEW PROGRAM.—

The amounts appropriated under subsection (a) may be—
22
(1) for a bilateral program with the Govern-
23
ment of Israel that is in existence on the day before
24
the date of enactment of this Act for the purposes
25
described in such subsection; or

(2) for a bilateral program with the Govern-

ment of Israel that is established after the date of
2
enactment of this Act by the Secretary of Health
3
and Human Services, in consultation with the Sec-
4
retary of State, in accordance with the Agreement
5
between the Government of the United States of
6
America and the Government of the State of Israel
7
on Cooperation in Science and Technology for
8
Homeland Security Matters, done at Jerusalem May
9
29, 2008 (or a successor agreement), for the pur-
10
poses described in subsection (a).
