A BILL
To increase the eligibility of nonprofit organizations for loans
under the Paycheck Protection Program, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Limiting Infant Fatal-
4
ity and Empowering Nonprofit Organization Workforces’’
5
or the ‘‘LIFE NOW Act’’.

SEC. 2. AMENDMENTS TO THE PAYCHECK PROTECTION

PROGRAM.
2
(a) ELIGIBILITY
OF ALL NONPROFIT ORGANIZA-
3
TIONS FOR LOANS.—Section 7(a)(36)(D) of the Small
4
Business Act (15 U.S.C. 636(a)(D)) is amended—
5
(1) in clause (i), by striking ‘‘nonprofit organi-
6
zation,’’ each place that term appears;
7
(2) in clause (v), by striking ‘‘nonprofit organi-
8
zation,’’; and
9
(3) by striking clause (vi) and inserting the fol-
10
lowing:

‘‘(vi) ELIGIBILITY
FOR
NONPROFIT
12
ORGANIZATIONS.—During the covered pe-
13
riod, any nonprofit organization shall be el-
14
igible to receive a covered loan.’’.

(b) PROHIBITION ON FUNDING FOR ABORTIONS.—
16
Section 7(a)(36) of the Small Business Act (15 U.S.C.
17
636(a)(36)) is amended by adding at the end the fol-
18
lowing:

‘‘(S) PROHIBITION
ON
FUNDING
FOR

ABORTIONS.—
21
‘‘(i) IN
GENERAL.—Except as pro-
22
vided in clause (ii), no entity, including an
23
affiliate, subsidiary, successor, or clinic
24
thereof, that provides abortions shall be el-
25
igible to receive a covered loan.

‘‘(ii) EXCEPTIONS.—Clause (i) shall

not apply to—

‘‘(I) a hospital, as defined in sec-

tion 1861(e) of the Social Security
4
Act (42 U.S.C. 1395x(e)); or

‘‘(II) an abortion described in
6
section 507(a) of division A of the
7
Further Consolidated Appropriations

Act, 2020 (Public Law 116–94).’’.
