A BILL
To amend the Small Business Act to exempt certain ambula-
tory surgery and outpatient health centers from affili-
ation rules, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Protecting Outpatient
4
Access Act of 2020’’.

SEC. 2. EXEMPTION OF CERTAIN OUTPATIENT HEALTH
6
CENTERS FROM AFFILIATION RULES UNDER
7
THE PAYCHECK PROTECTION PROGRAM.

Section 7(a)(36)(D)(iv) of the Small Business Act
9
(15 U.S.C. 636(a)(36)(D)(iv)) is amended—
