To amend title 18, United States Code, to repeal the provi-
sion relating to private correspondence with foreign gov-
ernments, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Time to Repeal an
4
Archaic Policy Act of 2020’’ or the ‘‘TRAP Act of 2020’’.

SEC. 2. REPEAL OF PROVISION RELATING TO PRIVATE

CORRESPONDENCE WITH FOREIGN GOVERN-

MENTS.

(a) REPEAL.—Section 953 of title 18, United States
4
Code, is repealed.
5
(b) CONFORMING AMENDMENT.—The table of sec-
6
tions at the beginning of chapter 45 of title 18, United
7
States Code, is amended by striking the item relating to
8
section 953.
9
(c) EFFECTIVE DATE.—The repeal made by sub-
10
section (a) shall take effect on the date of the enactment
11
of this Act.
