Mr. DEUTCH (for himself, Ms. CLARK of Massachusetts, Mr. SCHNEIDER, and
Ms. CRAIG) introduced the following bill; which was referred to the Com-
mittee on Financial Services, and in addition to the Committee on Trans-
portation and Infrastructure, for a period to be subsequently determined
by the Speaker, in each case for consideration of such provisions as fall
within the jurisdiction of the committee concerned
A BILL
To require the President to report to Congress on certain
authorities used under the Defense Production Act of
1950 and the Robert T. Stafford Disaster Relief and
Emergency Assistance Act, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Emergency Supply
4
Chain Transparency Act’’.

SEC. 2. DEFENSE PRODUCTION ACT OF 1950.

Title VII of the Defense Production Act of 1950 (50
2
U.S.C. 4551 et seq.) is amended by adding at the end
3
the following:

‘‘SEC. 724. ACCOUNTABILITY AND TRANSPARENCY REPORT
5
TO CONGRESS.
6
‘‘(a) IN GENERAL.—Within 14 days of exercising any
7
authority provided under title I or title III of this Act,
8
the President, or the head of each Federal agency to which
9
the President delegates authority under such title, shall
10
issue a report to Congress disclosing—
11
‘‘(1) the production, transport, distribution,
12
sale, delivery, and construction of all materials, serv-
13
ices, and facilities related to the exercise of such au-
14
thority; and
15
‘‘(2) any private entity in receipt or possession
16
of such materials, services, and facilities.
17
‘‘(b) UPDATE.—Each report made under subsection
18
(a) shall be updated periodically, not less than every 14
19
days, while such authority is in use.’’.

SEC. 3. FEDERAL EMERGENCY ASSISTANCE.

Section 502 of the Robert T. Stafford Disaster Relief
22
and Emergency Assistance Act (42 U.S.C. 5192) is
23
amended by adding at the end the following:

‘‘(d) REPORT TO CONGRESS.—

‘‘(1) IN GENERAL.—Within 14 days of exer-

equipment, supplies, facilities, personnel, services,
6
and other resources provided to Federal agencies,
7
private organizations, and State and local govern-
8
ments under this Act related to such exercise of au-
9
thority.
