Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘CARE Act for Those 4 Without Homes’’. 5 SEC. 2. AUTHORIZATION OF APPROPRIATIONS. 6 In addition to any other amounts made available for 7 fiscal year 2020 for grants under the Emergency Solutions 8 VerDate Sep 11 2014 03:54 Apr 18, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H6483.IH H6483 kjohnson on DSK79L0C42PROD with BILLS 2 •HR 6483 IH Grants program under subtitle B of title IV of the McKin- 1 ney-Vento Homeless Assistance Act (42 U.S.C. 11371 et 2 seq.), there is authorized to be appropriated 3 $11,500,000,000 for grants under such subtitle made in 4 accordance with this Act to respond to needs arising from 5 the public health emergency relating to Coronavirus Dis- 6 ease 2019 (COVID-19). 7 SEC. 3. ELIGIBLE ACTIVITIES. 8 (a) ADDITIONAL ACTIVITIES.—In addition to eligible 9 activities under section 415(a) of the McKinney-Vento 10 Homeless Assistance Act (42 U.S.C. 11374(a)), amounts 11 made available pursuant to section 2 of this Act may be 12 used for costs of the following activities: 13 (1) Costs of providing hotel or motel rooms for 14 homeless individuals who are experiencing symptoms 15 that may be related to Coronavirus Disease 2019 16 but who do not require hospitalization or for home- 17 less individuals who are asymptomatic to support so- 18 cial distancing measures, or both. 19 (2) Costs of providing handwashing stations 20 and personal hygiene products, including hand sani- 21 tizer, soap, and personal protective equipment, for 22 homeless individuals. 23 (3) Costs of providing medical stations that are 24 deployable healthcare facilities, similar to Federal 25 VerDate Sep 11 2014 03:54 Apr 18, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6483.IH H6483 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 6483 IH Medicals Stations of the Department of Health and 1 Human Services as the Secretary of Housing and 2 Urban Development shall provide, that can provide 3 surge beds for homeless individuals to support 4 healthcare systems that are impacted by the public 5 health emergency referred to in section 2. 6 (b) TREATMENT.—In applying subtitle B of title IV 7 of the McKinney-Vento Homeless Assistance Act (42 8 U.S.C. 11371 et seq.) with respect to amounts made avail- 9 able pursuant to section 2 of this Act, any reference to 10 activities under section 415(a) of the McKinney-Vento 11 Homeless Assistance Act shall be considered to include the 12 activities under subsection (a) of this section. 13 Æ VerDate Sep 11 2014 03:54 Apr 18, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H6483.IH H6483 kjohnson on DSK79L0C42PROD with BILLS
