Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Industries of the Fu- 4 ture Act of 2020’’. 5 SEC. 2. SENSE OF CONGRESS ON INVESTMENT IN RE- 6 SEARCH AND DEVELOPMENT. 7 It is the sense of Congress that— 8 VerDate Sep 11 2014 00:06 Mar 14, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H6145.IH H6145 kjohnson on DSK79L0C42PROD with BILLS 2 •HR 6145 IH (1) the United States must drive technological 1 breakthroughs through research and development in- 2 vestments across the Federal Government, academia, 3 and industry in order to promote scientific discovery, 4 economic competitiveness, and national security; 5 (2) the United States must identify key re- 6 search infrastructure investments that enable these 7 technological breakthroughs and establish the do- 8 mestic capabilities necessary for the United States 9 to lead in the industries of the future; 10 (3) the United States must encourage opportu- 11 nities for collaboration between the Federal Govern- 12 ment and the private sector so that through such 13 partnerships, all can benefit from each other’s in- 14 vestment and expertise, ensuring United States lead- 15 ership in the industries of the future; and 16 (4) in order for the United States to maintain 17 its global economic edge, Federal investment must 18 be made in research and development efforts focused 19 on industries of the future, such as artificial intel- 20 ligence, quantum information science, biotechnology, 21 and next generation wireless networks and infra- 22 structure, advanced manufacturing, and synthetic bi- 23 ology. 24 VerDate Sep 11 2014 00:06 Mar 14, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6145.IH H6145 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 6145 IH SEC. 3. REPORT ON FEDERAL RESEARCH AND DEVELOP- 1 MENT FOCUSED ON INDUSTRIES OF THE FU- 2 TURE. 3 (a) IN GENERAL.—Not later than 120 days after the 4 date of the enactment of this Act, the Director of the Of- 5 fice of Science and Technology Policy shall submit to Con- 6 gress a report on research and development investments, 7 infrastructure, and workforce development investments of 8 the Federal Government that enable continued United 9 States leadership in industries of the future. 10 (b) CONTENTS.—The report submitted under sub- 11 section (a) shall include the following: 12 (1) An assessment of the current baseline of in- 13 vestments in civilian research and development in- 14 vestments of the Federal Government in the indus- 15 tries of the future. 16 (2) A plan to double such baseline investments 17 in artificial intelligence and quantum information 18 science by fiscal year 2022. 19 (3) A detailed plan to increase investments de- 20 scribed in paragraph (1) in industries of the future 21 to $10,000,000,000 per year by fiscal year 2025. 22 (4) A plan to leverage investments described in 23 paragraphs (1), (2), and (3) in industries of the fu- 24 ture to elicit complimentary investments by non-Fed- 25 eral entities to the greatest extent practicable. 26 VerDate Sep 11 2014 00:06 Mar 14, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H6145.IH H6145 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 6145 IH (5) Proposed legislation to implement such 1 plans. 2 SEC. 4. INDUSTRIES OF THE FUTURE COORDINATION 3 COUNCIL. 4 (a) ESTABLISHMENT.— 5 (1) IN GENERAL.—The President shall establish 6 or designate a council to advise the Director of the 7 Office of Science and Technology Policy on matters 8 relevant to the Director and the industries of the fu- 9 ture. 10 (2) DESIGNATION.—The council established or 11 designated under paragraph (1) shall be known as 12 the ‘‘Industries of the Future Coordination Council’’ 13 (in this section the ‘‘Council’’). 14 (b) MEMBERSHIP.— 15 (1) COMPOSITION.—The Council shall be com- 16 posed of members from the Federal Government as 17 follows: 18 (A) One member appointed by the Direc- 19 tor. 20 (B) One member appointed by the Director 21 of the Office of Management and Budget. 22 (C) A chairperson of the Select Committee 23 on Artificial Intelligence of the National Science 24 and Technology Council. 25 VerDate Sep 11 2014 00:06 Mar 14, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H6145.IH H6145 kjohnson on DSK79L0C42PROD with BILLS 5 •HR 6145 IH (D) A chairperson of the Subcommittee on 1 Advanced Manufacturing of the National 2 Science and Technology Council. 3 (E) A chairperson of the Subcommittee on 4 Quantum Information Science of the National 5 Science and Technology Council. 6 (F) Such other members as the President 7 considers appropriate. 8 (2) CHAIRPERSON.—The member appointed to 9 the Council under paragraph (1)(A) shall serve as 10 the chairperson of the Council. 11 (c) DUTIES.—The duties of the Council are as fol- 12 lows: 13 (1) To provide the Director with advice on ways 14 in which in the Federal Government can ensure the 15 United States continues to lead the world in devel- 16 oping emerging technologies that improve the quality 17 of life of the people of the United States, increase 18 economic competitiveness of the United States, and 19 strengthen the national security of the United 20 States, including identification of the following: 21 (A) Investments required in fundamental 22 research and development, infrastructure, and 23 workforce development of the United States 24 VerDate Sep 11 2014 00:06 Mar 14, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H6145.IH H6145 kjohnson on DSK79L0C42PROD with BILLS 6 •HR 6145 IH workers who will support the industries of the 1 future. 2 (B) Actions necessary to create and fur- 3 ther develop the workforce that will support the 4 industries of the future. 5 (C) Actions required to leverage the 6 strength of the research and development eco- 7 system of the United States, which includes 8 academia, industry, and nonprofit organiza- 9 tions. 10 (D) Ways that the Federal Government 11 can consider leveraging existing partnerships 12 and creating new partnerships and other multi- 13 sector collaborations to advance the industries 14 of the future. 15 (2) To provide the Director with advice on mat- 16 ters relevant to the report required by section 4. 17 (d) COORDINATION.—The Council shall coordinate 18 with and utilize relevant existing National Science and 19 Technology Council committees to the maximum extent 20 feasible in order to minimize duplication of effort. 21 (e) SUNSET.—The Council shall terminate on the 22 date that is 6 years after the date of the enactment of 23 this Act. 24 Æ VerDate Sep 11 2014 00:06 Mar 14, 2020 Jkt 099200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6301 E:\BILLS\H6145.IH H6145 kjohnson on DSK79L0C42PROD with BILLS
