A BILL
To require the Secretary of Veterans Affairs to seek to
enter into an agreement with the city of Vallejo, Cali-
fornia, for the transfer of Mare Island Naval Cemetery
in Vallejo, California, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. TRANSFER OF MARE ISLAND NAVAL CEMETERY

TO SECRETARY OF VETERANS AFFAIRS FOR

MAINTENANCE BY NATIONAL CEMETERY AD-

MINISTRATION.

(a) AGREEMENT.—Beginning on the date that is 180
7
days after the date on which the Secretary submits the

report required by subsection (c)(1), the Secretary of Vet-

erans Affairs shall seek to enter into an agreement with
2
the city of Vallejo, California, under which the city of
3
Vallejo shall transfer to the Secretary all right, title, and
4
interest in the Mare Island Naval Cemetery in Vallejo,
5
California, at no cost to the Secretary. The Secretary shall
6
seek to enter into such agreement before the date that
7
is one year after the date on which such report is sub-
8
mitted.

(b) MAINTENANCE BY NATIONAL CEMETERY ADMIN-
10
ISTRATION.—If the Mare Island Naval Cemetery is trans-
11
ferred to the Secretary of Veterans Affairs pursuant to
12
subsection (a), the National Cemetery Administration
13
shall maintain the cemetery as a national shrine.

(c) REPORT.—

(1) IN
GENERAL.—Not later than 180 days
16
after the date of the enactment of this Act, the Sec-
17
retary shall submit to the Committee on Veterans’
18
Affairs of the Senate and the Committee on Vet-
19
erans’ Affairs of the House of Representatives a re-
20
port on the feasibility and advisability of exercising
21
the authority granted by subsection (a).
22
(2) CONTENTS.—The report submitted under
23
paragraph (1) shall include the following:

(A) An assessment of the feasibility and

advisability of exercising the authority granted
2
by subsection (a).

(B) An estimate of the costs, including
4
both direct and indirect costs, that the Depart-
5
ment of Veterans Affairs would incur by exer-
6
cising such authority.
