which was referred to the Committee on Armed Services
A BILL
To direct the Secretary of Defense to submit to Congress
a report on the national security implications of climate
change.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Climate Readiness Act
4
of 2020’’.

SEC. 2. DEPARTMENT OF DEFENSE REPORT ON NATIONAL
6
SECURITY
IMPLICATIONS
OF
CLIMATE
7
CHANGE.
8
(a) REPORT REQUIRED.—Not later than one year
9
after the date of the enactment of this Act, the Secretary

of Defense shall submit to the Committees on Armed Serv-

ices of the Senate and House of Representatives a report
2
on—
3
(1) the national security implications associated
4
with climate change; and
5
(2) strategies and approaches for responding to
6
climate change.

(b) REPORT ELEMENTS.—The report required under
8
subsection (a) shall include each of the following:
9
(1) An overview of how the exacerbation of cur-
10
rent global conflicts, the creation of new global con-
11
flicts, and increased geopolitical instability due to
12
climate change is likely to affect the national secu-
13
rity of the United States.
14
(2) An overview of how climate change will af-
15
fect the resiliency of current missions of the Armed
16
Forces of the United States.
17
(3) An overview of the actions the Secretary
18
recommends to address the geopolitical threats to
19
the security of the United States due to climate
20
change.
21
(4) A list of the ten most concerning existing or
22
emerging conflicts that pose a risk to United States
23
security that may be exacerbated by climate change.
