A BILL
To require fair pay for workers employed by companies who
provide meat, meat food products, poultry, poultry food
products, and processed food to the Federal Government.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Food Worker Pay
4
Standards Act’’.

SEC. 2. FOOD WORKER PAY INCREASE.

(a) PREVAILING RATE.—The Federal Government
2
may not purchase any meat, meat food product, poultry,
3
poultry food product, or processed food produced by work-
4
ers in the United States who are compensated at a rate
5
lower than the prevailing rate for wages and fringe bene-
6
fits for such workers in their locality.

(b) PREVAILING RATE DETERMINATION.—The Sec-
8
retary of Labor shall determine the prevailing rates re-
9
quired in paragraph (a) and in determining such rates
10
shall take into account any applicable existing collective
11
bargaining agreements in the locality.

(c) COLLECTIVE BARGAINING AGREEMENT SUPREM-
13
ACY.—In no case shall a prevailing rate established pursu-
14
ant to this section supersede a worker’s wages and benefits
15
agreed to in a collective bargaining agreement.

SEC. 3. DEFINITIONS.

(a) In the above section—

(1) ‘‘Meat’’ and ‘‘meat food product’’ have the
19
meanings given in the Meat Inspection Act (21
20
U.S.C. 601 et seq.).

(2) ‘‘Poultry’’ and ‘‘poultry food product’’ have
22
the meanings given in the Poultry Products Inspec-
23
tion Act (21 U.S.C. 451 et seq.).
