A BILL
To amend the Bipartisan Congressional Trade Priorities and
Accountability Act of 2015 to include a trade negotiating
objective relating to addressing the security of the global
communications infrastructure.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Network Security
4
Trade Act of 2020’’.

SEC. 2. TRADE NEGOTIATING OBJECTIVE RELATING TO SE-

CURITY OF COMMUNICATIONS NETWORKS.

Section 102(a) of the Bipartisan Congressional Trade
3
Priorities and Accountability Act of 2015 (19 U.S.C.
4
4201(a)) is amended—
5
(1) in paragraph (14), by striking ‘‘; and’’ and
6
inserting a semicolon;
7
(2) in paragraph (15), by striking the period at
8
the end and inserting ‘‘; and’’; and
9
(3) by adding at the end the following:
10
‘‘(16) to ensure that the equipment and tech-
11
nology that create the global communications infra-
12
structure are not compromised by addressing—
13
‘‘(A) barriers to the security of commu-
14
nications networks and supply chains; and
15
‘‘(B) unfair trade practices of suppliers of
16
communications equipment that are owned, con-
17
trolled, or supported by a foreign government.’’.
