ments to address the Nation’s rising rate of first responder suicides
and other mental health issues, and for other purposes.

Ms. KELLY of Illinois introduced the following bill; which was referred to the
Committee on the Judiciary, and in addition to the Committee on
Science, Space, and Technology, for a period to be subsequently deter-
mined by the Speaker, in each case for consideration of such provisions
as fall within the jurisdiction of the committee concerned
A BILL
To exempt certain Federal first responder grants from
matching fund requirements to address the Nation’s ris-
ing rate of first responder suicides and other mental
health issues, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘First Responder Resil-
4
iency Act of 2020’’.

SEC. 2. MATCHING FUND EXEMPTION FOR FIRE AND EMS

JOB-RELATED MENTAL HEALTH GRANTS.

Section 33(k)(1) of the Fire Prevention and Control
3
Act (15 U.S.C. 2229(k)(1)) is amended—
4
(1) in subparagraph (A), by adding ‘‘or sub-
5
paragraph (C)’’ following ‘‘except as provided in
6
subparagraph (B)’’; and
7
(2) by inserting after subparagraph (B) the fol-
8
lowing new subparagraph:

‘‘(C) EXCEPTION FOR JOB-RELATED MEN-
10
TAL
HEALTH
GRANTS.—The requirements of
11
subparagraphs (A) and (B) do not apply with
12
respect to funds awarded to carry out a pro-
13
gram dedicated to raising awareness of, and
14
prevention of, job-related mental health issues
15
(as described in subsection (c)(3)(E)).’’.

GRANTS.

Section 1701 of the Omnibus Crime Control and Safe
20
Streets Act of 1968 (34 U.S.C. 10381) is amended—
21
(1) in subsection (b)(23), by adding ‘‘job-re-
22
lated mental health issues remediation programs or’’
23
after ‘‘establish’’; and
24
(2) in subsection (g), by adding at the end the
25
following: ‘‘Programs funded by a grant under sub-
26

section (a) for job-related mental health issues reme-

diation programs or peer mentoring mental health

and wellness pilot programs within State, tribal, and

local law enforcement agencies (as described in sub-

section (b)(23)) are exempt from the requirements
5
of this subsection.’’.
