AN ACT
To amend title 40, United States Code, to require the Ad-
ministrator of General Services to enter into a coopera-
tive agreement with the National Children’s Museum to
provide the National Children’s Museum rental space
without charge in the Ronald Reagan Building and Inter-
national Trade Center, and for other purposes.

Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘National Children’s
4
Museum Act’’.
5
SEC. 2. NATIONAL CHILDREN’S MUSEUM.
6
(a) FINDINGS.—Congress finds that—
7
(1) the Museum and Library Services Act of
8
2003 (Public Law 108–81) designated the Capital
9
Children’s Museum, the predecessor to the National
10
Children’s Museum, as the ‘‘National Children’s Mu-
11
seum’’;
12
(2) the National Children’s Museum operates
13
under section 501(C)(3) of the Internal Revenue
14
Code of 1986 and is organized under the laws of the
15
District of Columbia;
16
(3) the mission of the National Children’s Mu-
17
seum is to inspire children to care about and change
18
the world; and
19
(4) the National Children’s Museum is located
20
in the federally-owned Ronald Reagan Building and
21
International Trade Center.

(b) NATIONAL CHILDREN’S MUSEUM.—Chapter 67
23
of title 40, United States Code, is amended by adding at
24
the end the following:

‘‘§ 6735. National Children’s Museum

‘‘(a) IN GENERAL.— Not later than 30 days after
2
the date of enactment of this section, the Administrator
3
of General Services shall enter into a cooperative agree-
4
ment with the National Children’s Museum for the oper-
5
ation of the National Children’s Museum in the approxi-
6
mately 32,369 square feet of space commonly known as
7
suite C–001 (hereinafter referred to as the ‘Space’) of the
8
Ronald Reagan Building and International Trade Center
9
for the duration of the retail space license agreement be-
10
tween Trade Center Management Associates, LLC, or a
11
successor entity, and the Museum, dated December 4,
12
2017, including any exercised renewal options.
13
‘‘(b) CONTENTS.—The cooperative agreement under
14
subsection (a) shall include provisions that—
15
‘‘(1) require, for the period in which the Gen-
16
eral Services Administration owns or controls the
17
Space, the General Services Administration to pro-
18
vide rent for the Space; and
19
‘‘(2) terminate such agreement if—
20
‘‘(A) the Museum does not continue to
21
qualify as a nonprofit organization under sec-
22
tion 501(c)(3) of the Internal Revenue Code of
23
1986; and
24
‘‘(B) the Museum no longer uses the Space
25
as a children’s museum; and

‘‘(3) prohibits the Museum from transferring
1
the interest in such agreement.

‘‘(c) SOURCE OF FUNDS.—To carry out this section,
3
the Administrator shall use funds derived from—
4
‘‘(1) the Pennsylvania Avenue Development
5
Corporation fund; or
6
‘‘(2) the International Trade Center fund.
7
‘‘(d) REPORT.—The cooperative agreement under
8
subsection (a) shall require the National Children’s Mu-
9
seum to submit to the Committee on Transportation and
10
Infrastructure of the House of Representatives and the
11
Committee on Environment and Public Works of the Sen-
12
ate an annual report on the operations and finances of
13
the Museum.’’.

(c) CLERICAL AMENDMENT.—The analysis for chap-
15
ter 67 of title 40, United States Code, is amended by add-
16
ing at the end the following:
17
‘‘6735. National Children’s Museum.’’.
SEC. 3. DETERMINATION OF BUDGETARY EFFECTS.
18
The budgetary effects of this Act, for the purpose of
19
complying with the Statutory Pay-As-You-Go Act of 2010,
20
shall be determined by reference to the latest statement
21
titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this
22
Act, submitted for printing in the Congressional Record
23
by the Chairman of the House Budget Committee, pro-
