SECTION 1. USE OF THE CAPITOL GROUNDS FOR NA-

TIONAL PEACE OFFICERS MEMORIAL SERV-
2
ICE.

(a) IN GENERAL.—The Grand Lodge of the Fra-
4
ternal Order of Police and its auxiliary shall be permitted
5
to sponsor a public event, the 39th Annual National Peace
6
Officers Memorial Service (in this resolution referred to
7
as the ‘‘Memorial Service’’), on the Capitol Grounds, in
8
order to honor the law enforcement officers who died in
9
the line of duty during 2019.
10
(b) DATE OF MEMORIAL SERVICE.—The Memorial
11
Service shall be held on May 15, 2020, or on such other
12
date as the Speaker of the House of Representatives and
13
the Committee on Rules and Administration of the Senate
14
jointly designate, with preparation for the event to begin
15
on May 11, 2020, and takedown completed on May 16,
16
2020.

SEC. 2. USE OF THE CAPITOL GROUNDS FOR NATIONAL
18
HONOR GUARD AND PIPE BAND EXHIBITION.

(a) IN GENERAL.—The Grand Lodge of the Fra-
20
ternal Order of Police and its auxiliary shall be permitted
21
to sponsor a public event, the National Honor Guard and
22
Pipe Band Exhibition (in this resolution referred to as the
23
‘‘Exhibition’’), on the Capitol Grounds, in order to allow
24
law enforcement representatives to exhibit their ability to

demonstrate Honor Guard programs and provide for a

bagpipe exhibition.

(b) DATE OF EXHIBITION.—The Exhibition shall be
3
held on May 14, 2020, or on such other date as the Speak-
4
er of the House of Representatives and the Committee on
5
Rules and Administration of the Senate jointly designate.

SEC. 3. TERMS AND CONDITIONS.

(a) IN GENERAL.—Under conditions to be prescribed
8
by the Architect of the Capitol and the Capitol Police
9
Board, the event shall be—
10
(1) free of admission charge and open to the
11
public; and
12
(2) arranged not to interfere with the needs of
13
Congress.
14
(b) EXPENSES AND LIABILITIES.—The sponsors of
15
the Memorial Service and Exhibition shall assume full re-
16
sponsibility for all expenses and liabilities incident to all
17
activities associated with the events.

SEC. 4. EVENT PREPARATIONS.
19
Subject to the approval of the Architect of the Cap-
20
itol, the sponsors referred to in section 3(b) are authorized
21
to erect upon the Capitol Grounds such stage, sound am-
22
plification devices, and other related structures and equip-
23
ment, as may be required for the Memorial Service and
24
Exhibition.

SEC. 5. ENFORCEMENT OF RESTRICTIONS.

The Capitol Police Board shall provide for enforce-
2
ment of the restrictions contained in section 5104(c) of
3
title 40, United States Code, concerning sales, advertise-
4
ments, displays, and solicitations on the Capitol Grounds,
5
as well as other restrictions applicable to the Capitol
6
Grounds, in connection with the events.
