A BILL
To direct the Secretary of Education to develop resources
to reduce e-cigarette use by students on campuses of
institutions of higher education, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Vaping Prevention on
4
College Campuses Act of 2020’’.

SEC. 2. RESOURCES FOR REDUCING E-CIGARETTE USE ON

CAMPUSES OF INSTITUTIONS OF HIGHER

EDUCATION.

(a) IN GENERAL.—Not later than 1 year after the
4
date of the enactment of this Act, the Secretary of Edu-
5
cation (referred to in this section as the ‘‘Secretary’’) shall
6
develop resources to assist institutions of higher education
7
to reduce the use of e-cigarettes by students on campuses
8
and improve the short-term and long-term health out-
9
comes of such students.

(b) CONSULTATION.—In developing resources under
11
subsection (a), the Secretary shall consult with—
12
(1) the Secretary of Health and Human Serv-
13
ices;
14
(2) institutions of higher education, including
15
student representatives thereof; and
16
(3) public health organizations.

(c) CONTENTS.—Resources developed under sub-
18
section (a) may include—
19
(1) action plans for ending e-cigarette use on
20
campuses;
21
(2) visual aids informing students of the dan-
22
gers of e-cigarette use;
23
(3) instructional materials designed to prevent
24
student e-cigarette use; and

(4) a directory of healthcare providers that spe-

cialize in nicotine addiction treatment.

(d) AVAILABILITY.—The Secretary shall make the re-
3
sources developed under subsection (a) available on a pub-
4
licly accessible website of the Department of Education.

(e) INSTITUTION
OF
HIGHER
EDUCATION
DE-
6
FINED.—In this section, the term ‘‘institution of higher
7
education’’ has the meaning given such term in section
8
102 of the Higher Education Act of 1965 (20 U.S.C.
9
1002).
