Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Sangre de Cristo Wil- 4 derness Additions Act’’. 5 SEC. 2. AMENDMENT TO THE COLORADO WILDERNESS ACT 5 OF 1993. 6 Section 2(a)(10) of the Colorado Wilderness Act of 7 1993 (16 U.S.C. 1132 note; Public Law 103–77) is 8 amended by striking ‘‘1993,’’ and inserting ‘‘1993, and 9 certain Federal land in the Rio Grande National Forest 10 that comprises approximately 40,038 acres, as generally 11 depicted as ‘Wilderness Additions’ on the map entitled 12 ‘Sangre de Cristo Wilderness Additions ’ and dated March 13 21, 2019,’’. 14 SEC. 4. MAP. 15 (a) IN GENERAL.—As soon as practicable after the 16 date of enactment of this Act, the Secretary shall file with 17 the appropriate committees of Congress a map and legal 18 description of the wilderness additions. 19 (b) PUBLIC AVAILABILITY.—The map and legal de- 20 scription filed under subsection (a) shall be on file and 21 available for public inspection in the office of the Chief 22 of the Forest Service, the office of the Supervisor of the 23 Rio Grande National Forest, and the office of the Super- 24 visor of the San Isabel National Forest. 25 VerDate Sep 11 2014 22:50 Feb 17, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S3320.IS S3320 pbinns on DSKJLVW7X2PROD with BILLS 3 •S 3320 IS (c) FORCE OF LAW.—The map and legal description 1 filed under subsection (a) shall have the same force and 2 effect as if included in this Act, except that the Secretary 3 may correct typographical errors in the map and legal de- 4 scription. 5 SEC. 5. ADMINISTRATION OF WILDERNESS ADDITIONS. 6 (a) IN GENERAL.—Subject to valid existing rights, 7 the Secretary shall manage the wilderness additions in ac- 8 cordance with the Wilderness Act (16 U.S.C. 1131 et seq.) 9 and this Act, except that, with respect to a wilderness ad- 10 dition, any reference in the Wilderness Act (16 U.S.C. 11 1131 et seq.) to the effective date of that Act shall be 12 considered to be a reference to the date of enactment of 13 this Act. 14 (b) FIRE, INSECTS, AND DISEASES.—In accordance 15 with section 4(d)(1) of the Wilderness Act (16 U.S.C. 16 1133(d)(1)), within the wilderness additions, the Sec- 17 retary may take such measures as are necessary to control 18 fire, insects, and diseases, subject to such terms and con- 19 ditions as the Secretary determines to be appropriate. 20 (c) RECREATIONAL CLIMBING.—Nothing in this Act 21 or an amendment made by this Act prohibits recreational 22 rock climbing activities in the wilderness additions, such 23 as the placement, use, and maintenance of fixed anchors, 24 VerDate Sep 11 2014 22:50 Feb 17, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S3320.IS S3320 pbinns on DSKJLVW7X2PROD with BILLS 4 •S 3320 IS including any fixed anchor established before the date of 1 enactment of this Act— 2 (1) in accordance with the Wilderness Act (16 3 U.S.C. 1131 et seq.); and 4 (2) subject to any terms and conditions deter- 5 mined to be necessary by the Secretary. 6 (d) GRAZING.—The grazing of livestock in a wilder- 7 ness addition, if established before the date of enactment 8 of this Act, shall be permitted to continue, subject to such 9 reasonable regulations as are determined to be necessary 10 by the Secretary, in accordance with section 4(d)(4) of the 11 Wilderness Act (16 U.S.C. 1133(d)(4)). 12 (e) MILITARY OVERFLIGHTS.—Nothing in this Act 13 restricts or precludes— 14 (1) low-level overflights of military aircraft over 15 the wilderness additions, including military over- 16 flights that can be seen or heard within the wilder- 17 ness additions; 18 (2) flight testing and evaluation; or 19 (3) the designation or creation of new units of 20 special use airspace, or the establishment of military 21 flight training routes, over the wilderness additions. 22 (f) COMMERCIAL SERVICES.—Commercial services 23 (including authorized outfitting and guide activities) with- 24 in the wilderness additions may be authorized to the ex- 25 VerDate Sep 11 2014 22:50 Feb 17, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S3320.IS S3320 pbinns on DSKJLVW7X2PROD with BILLS 5 •S 3320 IS tent necessary for activities that are appropriate for the 1 recreational or other wilderness purposes of the wilderness 2 additions, in accordance with section 4(d)(5) of the Wil- 3 derness Act (16 U.S.C. 1133(d)(5)). 4 Æ VerDate Sep 11 2014 22:50 Feb 17, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\S3320.IS S3320 pbinns on DSKJLVW7X2PROD with BILLS
