To require a license for the reexport to an entity on the
entity list of certain foreign-made items incorporating
more than 10 percent of controlled United States-origin
content.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. LICENSE REQUIRED FOR CERTAIN REEXPORTS

TO ENTITIES ON ENTITY LIST.

(a) IN GENERAL.—Not later than 90 days after the
5
date of the enactment of this Act, the Secretary of Com-
6
merce shall revise the Export Administration Regulations
7
to apply the 10 percent de minimis rule under section

exports described in paragraph (1), (2), or (3) of that sec-

tion to an entity on the entity list.

(b) DEFINITIONS.—In this section:

(1) ENTITY
LIST.—The term ‘‘entity list’’
5
means the list maintained by the Bureau of Industry
6
and Security and set forth in Supplement No. 4 to
7
part 744 of the Export Administration Regulations.

(2) EXPORT ADMINISTRATION REGULATIONS.—
9
The term ‘‘Export Administration Regulations’’
10
means subchapter C of chapter VII of title 15, Code
11
of Federal Regulations.
