Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. STRATEGY TO ENSURE DETECTION OF ALL OPIOID 1 PURITY LEVELS AT PORTS OF ENTRY. 2 Not later than 180 days after the date of the enact- 3 ment of this Act, the Commissioner of U.S. Customs and 4 Border Protection (referred to in this section as ‘‘CBP’’) 5 shall— 6 (1) implement a strategy to ensure deployed 7 chemical screening devices are able to identify in an 8 operational environment narcotics at purity levels 9 less than or equal to 10 percent, or provide directors 10 of ports of entry with an alternate method for iden- 11 tifying narcotics at lower purity levels; and 12 (2) require testing of any new chemical screen- 13 ing devices to understand the abilities and limita- 14 tions of such devices relating to identifying narcotics 15 at various purity levels before CBP commits to the 16 acquisition of such devices. 17 SEC. 3.
