Mr. KIND (for himself and Mrs. WALORSKI) introduced the following bill;
which was referred to the Committee on Energy and Commerce, and in
addition to the Committee on Ways and Means, for a period to be subse-
quently determined by the Speaker, in each case for consideration of such
provisions as fall within the jurisdiction of the committee concerned
A BILL
To amend title XVIII of the Social Security Act to expand
Medicare Rural Health Clinic Services and Federally
Qualified Health Center Services to include physical ther-
apy services.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Primary Health Serv-
4
ices Enhancement Act’’.

SEC. 2. EXPANDING MEDICARE RURAL HEALTH CLINIC

FEDERALLY
QUALIFIED

HEALTH CENTER SERVICES TO INCLUDE

PHYSICAL THERAPY SERVICES.

(a) IN GENERAL.—Section 1861(aa) of the Social Se-
5
curity Act (42 U.S.C. 1395x(aa)) is amended—
6
(1) in paragraph (1)—
7
(A) in subparagraph (B), by striking at
8
the end ‘‘and’’;
9
(B) by redesignating subparagraph (C) as
10
subparagraph (D); and
11
(C) by inserting after subparagraph (B)
12
the following new subparagraph:
13
‘‘(C) such physical therapy services (as de-
14
fined in subsection (p)) furnished by a physical
15
therapist, and’’;
16
(2) in paragraph (2)(A), by striking ‘‘subpara-
17
graphs (A) and (B)’’ and inserting ‘‘subparagraphs
18
(A) through (C)’’; and
19
(3) in paragraph (3)(A), by striking ‘‘subpara-
20
graphs (A) through (C)’’ and inserting ‘‘subpara-
21
graphs (A) through (D)’’.

(b) EFFECTIVE DATE.—The amendments made by
23
subsection (a) shall apply with respect to services fur-
24
nished on or after January 1, 2021.
