Dingell, Jr. Conservation, Manage- ment, and Recreation Act to establish the Cerro de la Olla Wilderness in the Rı´o Grande del Norte National Monument, New Mexico. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. DESIGNATION OF CERRO DE LA OLLA WILDER- 3 NESS. 4 (a) IN GENERAL.—Section 1202 of the John D. Din- 5 gell, Jr. Conservation, Management, and Recreation Act 6 (16 U.S.C. 1132 note; Public Law 116–9; 133 Stat. 651) 7 is amended— 8 VerDate Sep 11 2014 22:41 Jan 28, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S3241.IS S3241 kjohnson on DSK79L0C42PROD with BILLS 2 •S 3241 IS (1) in the section heading, by striking ‘‘CERRO 1 DEL YUTA AND RI´O SAN ANTONIO’’ and inserting 2 ‘‘RI´O GRANDE DEL NORTE NATIONAL MONU- 3 MENT’’; 4 (2) in subsection (a), by striking paragraph (1) 5 and inserting the following: 6 ‘‘(1) MAP.—The term ‘map’ means— 7 ‘‘(A) for purposes of subparagraphs (A) 8 and (B) of subsection (b)(1), the map entitled 9 ‘Rı´o Grande del Norte National Monument Pro- 10 posed Wilderness Areas’ and dated July 28, 11 2015; and 12 ‘‘(B) for purposes of subsection (b)(1)(C), 13 the map entitled ‘Proposed Cerro de la Olla 14 Wilderness’ and dated January 16, 2020.’’; and 15 (3) in subsection (b)— 16 (A) in paragraph (1), by adding at the end 17 the following: 18 ‘‘(C) CERRO DE LA OLLA WILDERNESS.— 19 Certain Federal land administered by the Bu- 20 reau of Land Management in Taos County, 21 New Mexico, comprising approximately 13,103 22 acres as generally depicted on the map, which 23 shall be known as the ‘Cerro de la Olla Wilder- 24 ness’.’’; 25 VerDate Sep 11 2014 22:41 Jan 28, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S3241.IS S3241 kjohnson on DSK79L0C42PROD with BILLS 3 •S 3241 IS (B) in paragraph (7)— 1 (i) by striking ‘‘map and’’ each place 2 it appears and inserting ‘‘maps and’’; and 3 (ii) in subparagraph (B), by striking 4 ‘‘the legal description and map’’ and in- 5 serting ‘‘the maps or legal descriptions’’; 6 and 7 (C) by adding at the end the following: 8 ‘‘(12) WILDLIFE WATER DEVELOPMENT 9 PROJECTS IN CERRO DE LA OLLA WILDERNESS.— 10 ‘‘(A) IN GENERAL.—Subject to subpara- 11 graph (B) and in accordance with section 4(c) 12 of the Wilderness Act (16 U.S.C. 1133(c)), the 13 Secretary may authorize the maintenance of 14 any structure or facility in existence on the date 15 of enactment of this paragraph for wildlife 16 water development projects (including guzzlers) 17 in the Cerro de la Olla Wilderness if, as deter- 18 mined by the Secretary— 19 ‘‘(i) the structure or facility would en- 20 hance wilderness values by promoting 21 healthy, viable, and more naturally distrib- 22 uted wildlife populations; and 23 VerDate Sep 11 2014 22:41 Jan 28, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S3241.IS S3241 kjohnson on DSK79L0C42PROD with BILLS 4 •S 3241 IS ‘‘(ii) the visual impacts of the struc- 1 ture or facility on the Cerro de la Olla Wil- 2 derness can reasonably be minimized. 3 ‘‘(B) COOPERATIVE AGREEMENT.—Not 4 later than 1 year after the date of enactment of 5 this paragraph, the Secretary shall enter into a 6 cooperative agreement with the State of New 7 Mexico that specifies, subject to section 4(c) of 8 the Wilderness Act (16 U.S.C. 1133(c)), the 9 terms and conditions under which wildlife man- 10 agement activities in the Cerro de la Olla Wil- 11 derness may be carried out.’’. 12 (b) CLERICAL AMENDMENT.—The table of contents 13 for the John D. Dingell, Jr. Conservation, Management, 14 and Recreation Act (Public Law 116–9; 133 Stat. 581) 15 is amended by striking the item relating to section 1202 16 and inserting the following: 17 ‘‘Sec. 1202. Rı´o Grande del Norte National Monument Wilderness Areas.’’.
