GRANT PROGRAM TO DEVELOP OR ENHANCE SUB- 1 STANCE USE DISORDER TREATMENT-RE- 2 LATED CURRICULA IN MEDICAL AND OTHER 3 HEALTH PROFESSION SCHOOLS. 4 (a) IN GENERAL.—The Secretary acting through the 5 Administrator of the Health Resources and Services Ad- 6 ministration (in this section referred to as the ‘Secretary’) 7 may award grants to eligible entities to establish, expand, 8 and implement substance use disorder treatment or chron- 9 ic pain education curricula, including with respect to clin- 10 ical training experiences in primary care, mental, and be- 11 havioral health settings. 12 (b) CURRICULA.—Curricula funded under this sec- 13 tion shall— 14 (1) be designed based on the best possible evi- 15 dence to improve communication and provider pre- 16 paredness with respect to substance use disorder and 17 chronic pain treatment; 18 (2) include curricula on— 19 (A) prevention and early intervention for 20 unhealthy substance use; 21 (B) best practices, when applicable, for 22 prescribing opioids and other addictive sub- 23 stances; and 24 (C) clinical training experiences in primary 25 care, mental, and behavioral health care set- 26 VerDate Sep 11 2014 23:04 Jan 17, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5631.IH H5631 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 5631 IH tings to complement classroom-based instruc- 1 tion; and 2 (3) highlight the importance of reducing stigma 3 and bias associated with substance use disorders and 4 chronic pain. 5 (c) ELIGIBILITY.—To be eligible to receive a grant 6 under this section, an entity shall — 7 (1) be— 8 (A) a school of allopathic medicine, or a 9 school of osteopathic medicine (as defined in 10 section 799B of the Public Health Service Act 11 (42 U.S.C. 295p)); 12 (B) a school of nursing (as defined in sec- 13 tion 801 of the Public Health Service Act (42 14 U.S.C. 296)); 15 (C) a health profession school or program 16 (other than a school of allopathic medicine or 17 osteopathic medicine) that is accredited by an 18 appropriate (as determined by the Secretary) 19 accrediting body, including any such physician 20 assistant educational program; or 21 (D) a residency or fellowship program ac- 22 credited by the Accreditation Council for Grad- 23 uate Medical Education (ACGME); and 24 VerDate Sep 11 2014 23:04 Jan 17, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H5631.IH H5631 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 5631 IH (2) submit an application to the Secretary by 1 such time, in such form and manner, and containing 2 such information as specified by the Secretary, in- 3 cluding— 4 (A) a description of how the entity intends 5 to implement the substance use disorder treat- 6 ment or chronic pain training curricula funded 7 under this section; and 8 (B) a description of how the entity intends 9 to evaluate the success of such curricula. 10 (d) ADMINISTRATIVE PROVISIONS.— 11 (1) DURATION OF GRANT.—Under this section, 12 a grant awarded to an entity shall be for a three- 13 year period. 14 (2) LIMITATIONS.— 15 (A) GRANT AMOUNTS.—A grant awarded 16 to an eligible entity under this section may not 17 exceed $500,000. 18 (B) ONE GRANT PER SCHOOL.—An entity 19 shall not be eligible for more than one grant, 20 and the Secretary shall not renew a grant, 21 under this section. 22 (3) PRIORITY.—In awarding grants under this 23 section, the Secretary shall give priority to medical 24 VerDate Sep 11 2014 23:04 Jan 17, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H5631.IH H5631 pamtmann on DSKBC07HB2PROD with BILLS 5 •HR 5631 IH schools and other health profession schools and pro- 1 grams— 2 (A) that submit applications under sub- 3 section (c)(2)— 4 (i) in coordination with an addiction 5 medicine fellowship training program; 6 (ii) in coordination with a residency 7 program; or 8 (iii) demonstrating specific outcomes 9 competencies in substance use disorders or 10 chronic pain management; or 11 (B) that, for purposes of implementing 12 curricula funded under this section through the 13 use of such a grant, partner with education pro- 14 grams for both physicians and non-physician 15 health professionals. 16 (e) FUNDING.—There is authorized to be appro- 17 priated to the Secretary to carry out this section 18 $5,000,000 for each fiscal years 2020 through 2022. 19 Æ VerDate Sep 11 2014 23:04 Jan 17, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H5631.IH H5631 pamtmann on DSKBC07HB2PROD with BILLS
