Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. RESPONSIBILITY OF SOCIAL SECURITY ADMINIS- 1 TRATION TO PAY FEES ASSOCIATED WITH OB- 2 TAINING BIRTH CERTIFICATE OR STATE 3 IDENTIFICATION CARD FOR PURPOSES OF 4 OBTAINING A REPLACEMENT SOCIAL SECU- 5 RITY CARD FOR CERTAIN VICTIMS OF DO- 6 MESTIC VIOLENCE. 7 (a) IN GENERAL.—Section 205(c)(2)(G) of the Social 8 Security Act (42 U.S.C. 405(c)(2)(G)) is amended— 9 (1) by inserting ‘‘(i)’’ before ‘‘The Commis- 10 sioner’’; and 11 (2) by adding after and below the end the fol- 12 lowing new clause: 13 ‘‘(ii)(I) In the case of a person described in subclause 14 (II) who has submitted to the Commissioner an applica- 15 tion to replace a social security card issued to the person, 16 the Commissioner shall pay any fees charged by any gov- 17 ernmental authority for furnishing the person with any of 18 the following documents required to be submitted as part 19 of the application: 20 ‘‘(aa) A birth certificate of the person. 21 ‘‘(bb) An identification card issued to the per- 22 son by a State, that shows that the person is a resi- 23 dent of the State. 24 ‘‘(II) A person described in this subclause is a person 25 who— 26 VerDate Sep 11 2014 23:04 Jan 17, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5630.IH H5630 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 5630 IH ‘‘(aa) is verified by the staff of a shelter (as de- 1 fined in section 302(9) of the Family Violence Pre- 2 vention and Services Act) to be a resident of the 3 shelter and is a victim of domestic violence (as de- 4 fined in section 302(3) of such Act) or is a depend- 5 ent of such a resident; or 6 ‘‘(bb) is verified by the staff of an organization 7 providing supportive services (as defined in section 8 302(12) of such Act) to be a recipient of such serv- 9 ices or is a dependent of such a person. 10 ‘‘(III) A provision by a person described in subclause 11 (I) of authorization to release information about the per- 12 son, and the provision of information pursuant to the au- 13 thorization, shall not be construed to be a waiver of any 14 privilege of the person, under Federal or State law, relat- 15 ing to the confidentiality of communications between a do- 16 mestic violence victim and an advocate of such a victim.’’. 17 (b) EFFECTIVE DATE.—The amendments made by 18 subsection (a) shall apply to applications submitted after 19 the 90-day period that begins with the date of the enact- 20 ment of this Act. 21 Æ VerDate Sep 11 2014 23:04 Jan 17, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H5630.IH H5630 pamtmann on DSKBC07HB2PROD with BILLS
