Reg. 44976), shall have the force and effect of law. 9 SEC. 3. CODIFICATION OF REGULATIONS RELATING TO EN- 10 DANGERED SPECIES AND THREATENED SPE- 11 CIES LISTING AND CRITICAL HABITAT DES- 12 IGNATION. 13 The amendments to part 424 of title 50, Code of Fed- 14 eral Regulations, made by the final rule promulgated by 15 the Secretary of the Interior entitled ‘‘Endangered 16 Threatened Wildlife and Plants; Regulations for Listing 17 Species and Designating Critical Habitat’’ and published 18 August 27, 2019 (84 Fed.
