To make supplemental appropriations to provide additional
funds to Americorps for the fiscal year ending September
30, 2020.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Promoting National
4
Service and Reducing Unemployment Act’’.
5
SEC. 2. STATEMENT OF APPROPRIATIONS.
6
The following sums are appropriated, out of any
7
money in the Treasury not otherwise appropriated, for the
8
fiscal year ending September 30, 2020, namely:

CORPORATION FOR NATIONAL AND COMMUNITY SERVICE

OPERATING EXPENSES

For an additional amount for the Corporation for Na-
3
tional and Community Service to carry out the National
4
and Community Service Act of 1990, notwithstanding sec-
5
tions 198B(b)(3), 198S(g), 501(a)(4)(C), 501(a)(4)(E),
6
and 501(a)(5)(F) of such Act, $7,739,500,000: Provided,
7
That of such amount up to $75,000,000 may be used to
8
defray the costs of conducting grant application reviews,
9
including the use of outside peer reviewers and electronic
10
management of the grants cycle: Provided further, That
11
an additional $3,097,500,000, to remain available until
12
expended, shall be deposited in the National Service Trust
13
for expenses authorized under subtitle D of title I of such
14
Act.

SALARIES AND EXPENSES
16
For an additional amount for necessary expenses of
17
administration as provided under section 501(a)(5) of the
18
National and Community Service Act of 1990, including
19
payment of salaries, authorized travel, hire of passenger
20
motor vehicles, the rental of conference rooms in the Dis-
21
trict of Columbia, and the employment of experts and con-
22
sultants authorized under section 3109 of title 5, United
23
States Code, $37,500,000.

OFFICE OF INSPECTOR GENERAL

For an additional amount for necessary expenses of
2
the Office of Inspector General of the Corporation in car-
3
rying out the Inspector General Act of 1978, $8,000,000.

SEC. 3. REQUIREMENT.
5
The Corporation shall use amounts appropriated by
6
this Act in a manner that—
7
(1) increases to 500,000 the number of national
8
service positions approved under subtitle C of title I
9
of the National and Community Service Act of 1990;
10
and
11
(2) gives preference to national service pro-
12
grams that propose to use full-time national service
13
positions.
