Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. DEMONSTRATION AND PILOT PROJECTS TO SUP- 1 PORT ADVANCED MANUFACTURING WORK- 2 FORCE DEVELOPMENT. 3 Section 169 of the Workforce Innovation and Oppor- 4 tunity Act (29 U.S.C. 3224) is amended— 5 (1) by adding at the end the following: 6 ‘‘(d) ADVANCED MANUFACTURING WORKFORCE DE- 7 VELOPMENT PROGRAM.— 8 ‘‘(1) IN GENERAL.—Under a plan published 9 under subsection (b), the Secretary shall, through 10 grants or contracts, carry out demonstration and 11 pilot projects for the purpose of facilitating edu- 12 cation and training programs in the field of ad- 13 vanced manufacturing, which projects shall— 14 ‘‘(A) target skills and competency develop- 15 ment in communities with expected growth in 16 advanced manufacturing; 17 ‘‘(B) provide education and training, for 18 available jobs or job openings that are antici- 19 pated in advanced manufacturing, which result 20 in a covered skill set and corresponding covered 21 credential; 22 ‘‘(C) educate individuals about opportuni- 23 ties for career advancement within advanced 24 manufacturing; and 25 VerDate Sep 11 2014 23:53 Jan 14, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5604.IH H5604 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 5604 IH ‘‘(D) be carried out in a way that gives 1 priority to incumbent workers, dislocated work- 2 ers, and unemployed individuals. 3 ‘‘(2) ELIGIBLE ENTITIES.— 4 ‘‘(A) IN GENERAL.—To be eligible to re- 5 ceive a grant or contract under this subsection 6 for a project under paragraph (1), an entity 7 shall be one of the following entities in any of 8 the several States or territories, in partnership 9 with a manufacturer who employs individuals 10 with advanced manufacturing skills (or a con- 11 sortium of such partnerships): 12 ‘‘(i) A technical college that offers a 13 2-year degree or program of study or an 14 individual community college, such as a 15 public or nonprofit community college, or a 16 community college that is a tribally con- 17 trolled college or university (as defined in 18 section 2(a) of the Tribally Controlled Col- 19 leges and Universities Assistance Act of 20 1978 (25 U.S.C. 1801(a))). 21 ‘‘(ii) A community college district sys- 22 tem. 23 ‘‘(iii) A State community college sys- 24 tem. 25 VerDate Sep 11 2014 23:53 Jan 14, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H5604.IH H5604 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 5604 IH ‘‘(iv) A local board, in partnership 1 with one or more one-stop centers, that 2 specifies one or more community colleges 3 where education and training activities will 4 occur. 5 ‘‘(v) A manufacturing extension cen- 6 ter established under section 25(b) of the 7 National Institute of Standards and Tech- 8 nology Act (15 U.S.C. 278k). 9 ‘‘(vi) A local educational agency. 10 ‘‘(vii) Another entity, such as a pub- 11 lic-private partnership, or the collection of 12 entities and individuals carrying out an ad- 13 vanced manufacturing forum, that would 14 serve educationally underserved commu- 15 nities. 16 ‘‘(B) PRIORITY.—The Secretary shall give 17 priority to any consortium of the partnerships 18 described in subparagraph (A) that leverages 19 substantial non-Federal funding for the project 20 involved. 21 ‘‘(3) APPLICATION.—To be eligible to receive a 22 grant or contract under this subsection, an entity 23 shall submit an application at such time and in such 24 VerDate Sep 11 2014 23:53 Jan 14, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H5604.IH H5604 pamtmann on DSKBC07HB2PROD with BILLS 5 •HR 5604 IH form and manner as the Secretary shall determine, 1 including the following: 2 ‘‘(A) A description of the eligible entity, 3 evidence of the eligible entity’s capacity to carry 4 out activities in support of the strategic objec- 5 tives described in the subparagraphs of para- 6 graph (1), and a description of the expected 7 participation and responsibilities of the eligible 8 entity, or each partnership in the eligible entity 9 in the case of a consortium. 10 ‘‘(B) A description of education and train- 11 ing activities to be provided that will— 12 ‘‘(i) develop skills and competencies 13 demanded by advanced manufacturing 14 businesses; 15 ‘‘(ii) lead to a covered skill set and a 16 corresponding covered credential; and 17 ‘‘(iii) educate individuals about oppor- 18 tunities for career advancement and wage 19 growth within advanced manufacturing. 20 ‘‘(C) A description of how the economy 21 where the entity is located would benefit, in- 22 cluding— 23 VerDate Sep 11 2014 23:53 Jan 14, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H5604.IH H5604 pamtmann on DSKBC07HB2PROD with BILLS 6 •HR 5604 IH ‘‘(i) evidence of the growth of ad- 1 vanced manufacturing in the State or lo- 2 cality involved; 3 ‘‘(ii) information on the potential for 4 additional job growth with investments in 5 advanced manufacturing; and 6 ‘‘(iii) information on how the activities 7 will expose incumbent or dislocated work- 8 ers, or unemployed individuals, to new ad- 9 vanced manufacturing technology skill sets. 10 ‘‘(D) A description of how the eligible enti- 11 ty will employ evidence-based training models 12 that integrate academic instruction with train- 13 ing, including on-the-job training in advanced 14 manufacturing, to meet performance goals de- 15 scribed in paragraph (5). 16 ‘‘(E) A description of how the eligible enti- 17 ty will coordinate activities with State boards or 18 local boards, and State or local economic devel- 19 opment officials. 20 ‘‘(F) In the case of education and training 21 activities that lead to a covered credential, a de- 22 scription of those activities leading to that cre- 23 dential. 24 VerDate Sep 11 2014 23:53 Jan 14, 2020 Jkt 099200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H5604.IH H5604 pamtmann on DSKBC07HB2PROD with BILLS 7 •HR 5604 IH ‘‘(4) ACTIVITIES.—Activities to be carried out 1 under a project funded under paragraph (1) may in- 2 clude— 3 ‘‘(A) classroom and onsite experiential 4 learning; 5 ‘‘(B) on-the-job training; 6 ‘‘(C) training which fits into an industry- 7 recognized competency model for advanced 8 manufacturing; 9 ‘‘(D) development and implementation of 10 registered apprenticeship and pre-apprentice- 11 ship programs; 12 ‘‘(E) coordination with local boards in 13 order to implement and utilize existing (as of 14 the first date of such coordination) articulation 15 agreements with universities and other edu- 16 cational partners; 17 ‘‘(F) distance learning; and 18 ‘‘(G) any other activity the Secretary con- 19 siders appropriate for providing education or 20 training in advanced manufacturing. 21 ‘‘(5) PERFORMANCE GOALS AND MEASURES.— 22 ‘‘(A) GOALS.—The performance goals for 23 the activities provided through a project under 24 this subsection shall be to— 25 VerDate Sep 11 2014 23:53 Jan 14, 2020 Jkt 099200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\H5604.IH H5604 pamtmann on DSKBC07HB2PROD with BILLS 8 •HR 5604 IH ‘‘(i) enhance the skill sets of incum- 1 bent and dislocated workers, and unem- 2 ployed individuals, who live in communities 3 with expected growth in advanced manu- 4 facturing and enable such workers to ob- 5 tain a covered skill set and a corresponding 6 covered credential; 7 ‘‘(ii) develop competencies of individ- 8 uals with limited experience in advanced 9 manufacturing; 10 ‘‘(iii) strengthen community college 11 partnerships with manufacturing extension 12 centers described in paragraph (2)(A)(v) 13 and advanced manufacturing businesses in 14 an effort to meet the needs of the busi- 15 nesses for adaptability in training of in- 16 cumbent and dislocated workers, and un- 17 employed individuals; 18 ‘‘(iv) more fully utilize the capabilities 19 of such manufacturing extension centers 20 within the State involved; 21 ‘‘(v) strengthen partnerships of ad- 22 vanced manufacturing businesses with local 23 boards and, if applicable, local educational 24 agencies; and 25 VerDate Sep 11 2014 23:53 Jan 14, 2020 Jkt 099200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\H5604.IH H5604 pamtmann on DSKBC07HB2PROD with BILLS 9 •HR 5604 IH ‘‘(vi) help incumbent and dislocated 1 workers, and unemployed individuals, de- 2 velop skills which lead to greater earnings. 3 ‘‘(B) MEASURES.—The Secretary shall ne- 4 gotiate and reach agreement with each eligible 5 entity that receives a grant or contract under 6 this subsection, on performance measures that 7 will be used to evaluate the performance of the 8 eligible entity in carrying out the activities pro- 9 vided through a project under this subsection. 10 Each performance measure shall be designed to 11 enable the eligible entity to meet the perform- 12 ance goals described in subparagraph (A) and 13 shall include an indicator of performance, which 14 may include— 15 ‘‘(i) the number of incumbent and dis- 16 located workers, and unemployed individ- 17 uals, receiving a covered credential for ad- 18 vanced manufacturing; 19 ‘‘(ii) the number of incumbent and 20 dislocated workers, and unemployed indi- 21 viduals, attaining basic skills, as described 22 in a covered skill set for advanced manu- 23 facturing; 24 VerDate Sep 11 2014 23:53 Jan 14, 2020 Jkt 099200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H5604.IH H5604 pamtmann on DSKBC07HB2PROD with BILLS 10 •HR 5604 IH ‘‘(iii) the number of incumbent work- 1 ers whose education and training, provided 2 through a project, enables them to meet 3 the needs of their employers for skilled 4 workers to enhance operations; 5 ‘‘(iv) the earnings growth of a manu- 6 facturer as a result of education and train- 7 ing provided through a project; and 8 ‘‘(v) another indicator the Secretary 9 determines to be necessary to meet per- 10 formance goals described in subparagraph 11 (A). 12 ‘‘(6) EVALUATION.—Beginning not later than 1 13 year after the date of the first disbursement of 14 funds under this subsection, the Secretary shall pro- 15 vide for the continuing evaluation of the projects de- 16 scribed in this subsection and funded under section 17 172, and shall transmit a report of the evaluation to 18 Congress not later than 2 years after such date. 19 ‘‘(7) DEFINITION.—In this subsection: 20 ‘‘(A) COVERED CREDENTIAL.—The term 21 ‘covered credential’ means— 22 ‘‘(i) an industry-recognized and na- 23 tionally portable credential, such as an 24 educational certificate or degree, an occu- 25 VerDate Sep 11 2014 23:53 Jan 14, 2020 Jkt 099200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6201 E:\BILLS\H5604.IH H5604 pamtmann on DSKBC07HB2PROD with BILLS 11 •HR 5604 IH pational license, an industry-sponsored cer- 1 tificate or certification, and a registered 2 apprenticeship certificate or degree; or 3 ‘‘(ii) an employer-recognized creden- 4 tial. 5 ‘‘(B) COVERED SKILL SET.—The term 6 ‘covered skill set’ means an industry-recognized 7 or employer-recognized skill set.’’; and 8 (2) in subsection (b)(1), by inserting after the 9 first sentence the following: ‘‘The plan shall describe 10 the projects described in subsection (d), to be car- 11 ried out in accordance with that subsection.’’. 12 SEC. 3.
